Since 2003, the Royal Government has built over 1,500 kilometers of farm roads and narrower, lower-cost “power tiller tracks” to help communities, which subsist mostly on agriculture, connect to the larger population, and improve their incomes and standards of living.
For farmers in the Pokri Dangra village in Samste Dzongkhag, a new track has brought more benefits than expected and significantly improved access to markets and services and reduced the cost of trading goods with other local communities.

Parvati Amma comes from Pulkattai village in the southern Indian state of Tamil Nadu where the Tamil Nadu Empowerment and Poverty Reduction Project (TNEPRP) has conducted a unique experiment. In an effort to raise the very low levels of women’s participation in India’s labor force, it is helping rural women break into jobs that are traditionally held by men, where they could increase their earnings significantly.
In this part of Madurai district, most of the men folk are successful masons. The women worked as helpers, merely passing tools to the men as they laid brick over brick to build houses and office blocks. Being unskilled, the women earned half the men’s wages.
Even though Tamil Nadu is one of the most urbanized states in India with high literacy rates, new buildings are proceeding apace amidst the state’s booming construction industry, attracting over a million migrant workers - more than a tenth of whom work as unskilled labor. There is, however, a paucity of trained masons.
The challenge for the women was to take on age-old social and cultural barriers and enter into this exclusive male preserve. Masonry has never been seen as a woman’s job in India, much less in this conservative rural area. For a start, the women wear sarees that constrain them from climbing onto scaffolding to build the higher storeys. Masons are also required to travel long distances for work, and staying away from their families is not something the women could easily do. Apart from mobility constraints and worksites that are not women-friendly; domestic responsibilities, burden of child and elderly care, and a conservative societal outlook, are all challenges.
Nonetheless, the women of Madurai’s Pulkattai village were not to be daunted. They saw this as an opportunity to prove their worth and double their wages in the bargain.
Supported by a visionary panchayat president and an expert mason from the village who had confidence in the women’s capability - Parvati Amma and 25 other women joined the masonry training offered by the project.
I was in India a few weeks ago and had the chance to visit some rural schools in Uttar Pradesh. When I was there, I met a group of adolescent girls who could potentially help close the country’s gender gap.
These girls board at school, where they get nutritious meals and are able to focus on their studies. The program purposefully targets 11 to 13-year-old girls from poor households who cannot afford to send their daughters to school. Some girls are also at risk of being married off early.
By keeping the girls in school at this critical juncture, they have a chance at a better life.
Parents told me that many of the girls at this boarding school were underweight and malnourished when they arrived. As they studied and ate and slept well, they slowly gained weight and got taller. As their knowledge grew, so did they.
But how many of these girls will go on to fulfil their true potential and add to their family’s income by joining the job market?

Agriculture Sector: Creating Opportunities for Women
In Afghanistan, agriculture continues to be the backbone of the rural economy – about 70% of the population in rural areas is engaged in on-farm activities. At the same time, large share of the employment generated in non-farm and off-farm sectors, such as manufacturing, are also closely linked to agriculture and food-processing.
Women’s participation in the labor market has been generally low in rural Afghanistan. For the last decade, the country had one of the world’s lowest rates (19%). In recent years, however, the rural labor market in Afghanistan has experienced an impressive influx of women, increasing the rate to 29%. Yet, a large share of the working-age female in rural Afghanistan (71%) remains out of the labor force. In 2013/14, out of 5.2 million women of age 14 or above, only 1.5 million (29% of total) were in the labor force, about one-third of that 1.5 million workers remained unemployed, and the other two-third were employed – which accounts for only 22% of total rural employment (Figure 1). Of the employed female workers, majority are employed in agriculture (11%) and livestock (59%).
Amena Begum resides in a village in the Habiganj district in Bangladesh and is a mother to three young children. Last year Amena spent US$100 to construct a toilet to ensure her three children were hygienically protected from feces.
Even though her family members have adapted to using the toilet, exposure to fecal contamination can occur anywhere. For example, while playing outside, a child may accidentally ingest soil with animal feces, or the child could be exposed when he or she eats food off of dishes washed with pond water.
It is also not uncommon for families without toilets to throw feces into a nearby bush, which remains exposed in their living area. These actions can lead to the contraction of hazardous, lethal diseases and create a traumatizing effect on the lives of many children, not to mention the unfavorable impact on the environment.
A new study on early childhood diarrhea in rural Bangladesh found that despite high on-site latrine access, frequent fecal contamination was present along all environmental pathways investigated. Human fecal markers on children’s hands and in soil, and rotavirus in stored water, soil and on hands had been detected. Animal (particularly ruminant) fecal markers were highly prevalent in water, soil and on hands.
The audience cheers as Wahidullah Zazai, 26, ascends the stage during the award ceremony for DEWAE, a program to promote innovation across the country under the Information and Communication Technologies (ICT) Sector Development Project. His winning innovation is the development of a registration system for hajis, or people who have traveled to Mecca as pilgrims.
He receives a certificate and $2,000 to fund his idea at the award ceremony, which is a highlight of the Innovative Support Program that encourages innovative thinking by awarding cash prizes ranging from $2,000 to $80,000 within various categories of competition. The program plans to deliver 187 awards through five rounds before the end of 2016.
There is no doubt that Bangladesh is a modern day success story—a far cry from Henry Kissinger’s label of a “basket case.” Its growth has been steady, even impressive in the context of feeble global growth, and it has now joined the ranks of a lower middle-income country. Its poverty reduction record is even more impressive, with over 20.5 million people escaping poverty between 1991 and 2010.
But the next phase of growth and poverty reduction becomes harder, since the more obvious sources of growth have largely been exploited.
Running a preschool in one of Colombo’s biggest slums isn't easy, but head teacher R. A. Shalika Sajeevani exudes positivity. “The children don’t always bring snacks, so once a week, I make lunch for all of them at my home. It’s not a big deal – I cook for my own two sons anyway, I just put in a little extra for them,” she says.
The students are supposed to pay LKR 500 ($3.40) per month as school fees, but most are only occasionally able to do so. In spite of this, Sajeevani ensures that the preschool doors are open to all children in the neighborhood as many parents in this underserved community cannot afford to pay.
She pays her assistant and covers other expenses from the money collected and retains the rest as salary, a meagre amount of LKR 5,000 ($34) a month. Though this is barely enough to survive in Sri Lanka’s fast growing capital, she has come to work everyday for the last ten years.
Challenges in Early Childhood Care and Education (ECCE):
In a country with a well-structured free education system covering primary, secondary, and tertiary education, the state has traditionally provided little in terms of preschool education and care. However, evidence and experience has shown that ECCE improves school readiness and learning outcomes, which ultimately translates into better occupational status and earnings and yields much higher rates of return on investment.
According to the recent report, “Laying the Foundation for Early Childhood Education in Sri Lanka: Investing Early, Investing Smartly, and Investing for All”, Sri Lanka’s public spending on education as a percentage of its economy was the lowest in South Asia and its spending on early childhood education (ECE) is significantly lower than the global average.
While the country boasts of a near universal primary school enrollment rate, only about half of its 3 to 5 year-olds are enrolled in preschools which are not primarily covered by the state. Around 60 percent of preschools are run by the private sector and 24 percent by the other organizations and religious groups.
Income and location are found to be among the key determinants of access to ECCE. Children from the richest 20 percent of the population are 17 percent more likely to be enrolled in preschools than children from the poorest 20 percent. Enrollment rates in urban areas is 10 percent higher than enrollment in rural or estate areas. Many centers in the country do not have adequate learning materials and quality teachers, coupled with the lack of standardized curricula and teaching facilities. Many teachers to their credit, have to depend on their own creativity to develop activities and teaching methods.
