Mining leaders focus on governance during the commodities downturn

At this year’s Investing in African Mining Indaba in Cape Town, South Africa, leaders are not hiding their concerns about the commodities downturn.

Government representatives express their frustration for not having benefited enough during the boom. Policymakers lament the lack of planning that has left their countries with no cushion in their budgets, and companies are looking to cut costs so they can weather the storm. And most importantly, communities are feeling the economic impact as mines purchase less local supplies, generate fewer jobs and halt some operations. 

Not only are things slowing down, but it seems a golden opportunity has passed us by. Fatima Denton, Director of the United Nations Economic Commission for Africa, highlighted that Africa is less industrialized today than it was in 1990. After the minerals super cycle of 2000-2013, the percentage of manufacturing of African economies actually declined from 12% to 11%. 

Renewable energy export-import: a win-win for the EU and North Africa

Over the past several years much has been written about the significant potential for solar energy generation in the Middle East and North Africa, where there is no shortage of sunshine. The International Energy Agency estimated that the potential from concentrated solar power technology alone could amount to 100 times the electricity demand of North Africa, the Middle East and Europe combined.   

In the wake of commitments at the Paris climate conference (COP21), it is time to develop this rich source of low-carbon energy sitting close to Europe’s southern shores, and bolster efforts to agree on a framework to import clean, sustainable energy from North Africa. 

As recently as 2012 there have been efforts to adopt a framework that would allow importing renewable energy from Morocco to Germany—through France and Spain—but electricity trade between countries typically becomes reality when there are economic benefits for all sides. Electricity trade has the added benefit of fostering closer political ties. 

Expanding regional trade between North Africa and Europe has also been hindered by inadequate physical electrical connections between the two continents and poor physical integration in European electricity grids. There is currently only one electrical transmission interconnection between North Africa and Europe, namely the Morocco-Spain connection.  Further, Spain’s interconnection with the rest of Europe is limited, with no new transmission projects undertaken to expand this capacity for the past three decades. At the same time, Spain had excess generation capacity because of the economic downturn experienced in Europe over the past several years. That made impractical the notion of allowing North African renewable energy into the Spanish market. Italy, another potential electricity gateway from North Africa, was in a similar situation.

In 2015 the world saw great momentum for climate action, culminating in a historic agreement in December to cut carbon emissions and contain global warming. It was also a year of continued transformation for the energy sector. For the first time in history, a global sustainable development goal was adopted solely for energy, aiming for: access to affordable, reliable, sustainable and modern energy for all.
 
To turn this objective into reality while mitigating climate change impacts, more countries are upping their game and going further with solar, wind, geothermal and other sources of renewable energy. As we usher in 2016, these stories from around the world present a flavor of how they are leading the charge toward a climate-friendly future.

1: Morocco is rising to be a “solar superpower.” On the edge of the Sahara desert, the Middle East’s top energy-importing country is building one of the world’s largest concentrated solar power plants. When fully operational, the Noor-Ouarzazate power complex will produce enough energy for more than one million Moroccans and reduce the country’s dependence on fossil fuels by 2.5 million tons of oil.

While responsible for only a small share of global emissions, the country is taking big steps to curb them.

In the next few weeks, Morocco is preparing to commission the first phase of what will be the largest concentrated solar power plant of its kind in the world. The 510 MW Noor-Ouarzazate Concentrated Solar Power (CSP) complex was first conceived as part of the Moroccan Solar Plan (MSP) adopted in 2009 to significantly shift the country’s energy policy and climate change agenda, which is particularly relevant with the climate conference (COP21) happening in Paris. 

This is no small featcurrently, Morocco depends on fossil fuel imports for over 97 percent of its domestic power needs, making it particularly susceptible to regional conditions and volatility in oil prices.

The country is determined to change that, with plans to boost the amount of electricity it generates from renewable sources to 42 percent of its total capacity by 2020. This entails developing and commissioning at least 2,000 MW of solar and 2,000 MW of wind capacity in a relatively short timeframe. 

The Moroccan Agency for Solar Energy (MASEN) was established to implement MSP’s solar targets in conjunction with the Office National de l’Electricité et de l’Eau Potable (ONEE), Morocco’s national electricity and water utility.  Noor-Ouarzazate is the first of a series that MASEN expects to commission by 2020 to achieve its renewable energy target.

Boosting clean tech to power a low-carbon future

Global warming can be limited by reducing or avoiding greenhouse gases stemming from human activities - particularly in the energy, industry, transport, and building sectorswhich together account for over 75% of global emissions. So low carbon technologies are key to achieving mitigation while creating new economic opportunities.
 
Since 2008, the $5.3 billion Clean Technology Fund (CTF) - one of the $8.1 billion Climate Investment Funds' (CIF) four funding windows—has been partnering with multilateral development banks (MDBs), including the World Bank and the IFC, to provide concessional financing to large-scale country-led projects and programs in renewable energy, energy efficiency and sustainable transport.
 
As the world gets ready for the climate negotiations in Paris later this month, the governing bodies of CTF met in Washington D.C. MDBs, donor countries, recipient countries and civil society organizations gathered to, among other things, share the results and lessons of how the CTF is reducing greenhouse gas emissions, creating energy savings, and improving the lives of some of the world’s poorest people by creating jobs and reducing pollution.
 
The CTF report card is based on the results from operational projects and programs over a one year period. In total, the CTF has achieved 20 mtCO2e in emission reductionsthat’s the equivalent to taking four and a half million cars off the road or shutting down six coal fired power plants.

The energy future, as seen from Denmark

Denmark has committed to renewable energy further and faster than any country in Europe.  The Scandinavian nation generates a third of its annual electricity demand from wind, and solar capacity is growing as well. For countries that want to green their energy mix, there is no better place to get a glimpse of the future than Denmark. 
 
Its pioneering spirit has brought great benefits, and international acclaim, but like all first movers, Denmark is also learning as it goes. 
 
To tap into this learning, ESMAP—the World Bank’s Energy Sector Management Assistance Program—organized a study tour to Energinet.dk, Denmark’s transmission system operator, as part of its work to help client countries integrate variable renewable energy into their electricity grids. Joining the study tour were 26 participants—representatives from regulators, system operators and utilities from 13 countries, including South Africa, Chile, China, Pakistan, Zambia, and Morocco.
