Yet, as citizen engagement practitioners know, . Experience has shown that in the absence of commitment from leaders and citizens and without appropriate capacities and methodologies, public participation provisions may lead to simple “tick the box” exercises.
Thanks to the support from the Kenya Participatory Budgeting Initiative (KPBI)* and the commitment from West Pokot and Makueni** County leaders, participatory budgeting (PB) is being tested as a way to achieve more inclusive and effective citizen engagement processes while complying with national legal provisions. The initial results are quite encouraging.
The narrative of "Africa Rising" has recently been tempered by uncertainties and risks in the global environment. Following two decades of growth averaging five percent, many of Africa’s economies, especially the commodity exporters, have cooled. Earlier this month, the International Monetary Fund cut its 2016 growth forecast for sub-Saharan Africa to only 1.4 percent.
Like Asia, Africa’s progress in reducing poverty rates has been driven by sustained growth, but population growth has prevented a decline in poverty. Extreme poverty is now increasingly concentrated in sub-Saharan Africa, and in 2012, nearly 400 million people in the region were living on less than $1.90 a day.
Increasing evidence suggests that, to improve accountability and promote evidence-based decision making, open access to data and data literacy skills are essential. While in-person educational opportunities can be limited in parts of the developing world, .
In June 2016, Code for Africa, with support from the World Bank’s Open Government Global Solutions Group, held a Data Literacy Bootcamp in Freetown, Sierra Leone, for 55 participants, including journalists, civil society members, and private and public sector representatives. One of the Bootcamp’s primary objectives was to build data literacy skills to nurture the homegrown development of information and communication technologies (ICT) solutions to development problems.
On April 22 and April 29, 2016 representatives from Cote d’Ivoire, Ghana, Kenya, Liberia, Malawi, Sierre Leone, South Africa, and Tanzania came together in a virtual South-South Knowledge exchange hosted by the World Bank in collaboration with the Open Government Partnership to discuss an issue of mounting concern: managing records and information to support open government. These countries – committed to the goal of open government, and a number with new right to information laws and open data initiatives - were motivated by increasing recognition that their commitments to make information open cannot be fully realized until they increase their capacity to manage records and information, especially the growing amount of information in digital form.
Government reformers and development practitioners in the open government space are experiencing the heady times associated with a newly-defined agenda. The opportunity for innovation and positive change can at times feel boundless. Yet, working in a nascent field also means a relative lack of “proven” tools and solutions (to such extent as they ever exist in development).
More research on the potential for open government initiatives to improve lives is well underway. However, keeping up with the rapidly evolving landscape of ongoing research, emerging hypotheses, and high-priority knowledge gaps has been a challenge, even as investment in open government activities has accelerated. This becomes increasing important as we gather to talk progress at the OGP Africa Regional Meeting 2016 and GIFT consultations in Cape Town next week (May 4-6) .
I have worked on public procurement and governance for most of my life. But I have never been more excited to finally have a solution at hand that has potential to change the legacy of opaqueness, fraud and lack of effectiveness in public contracting in many African countries.
Africa still need billions in investments to build infrastructure and provide quality services to its citizens, many of them vital: health care centers, food for school children, water services and road to help farmers market their produce. Investments as part of the Sustainable Development Goals in infrastructure alone carries a price tag nearly $100 billion a year. Unfortunately, like in many countries around the world, public contracting in Africa has been characterized by poor planning, corruption in picking contractors and suppliers and contracts are poorly managed.
But the good news is that this is changing. The series of blogs I’m kicking off will highlight the shifting of the norm towards open contracting in Africa.
Selilah stares out over a landscape she has inhabited for 70 years. In the valley below, deep gullies scar the slopes where rains have carried away the soil. Living with three of her four sons, she is struggling to make ends meet in this part of Sidama Zone, Ethiopia, where, she says, there used to be a forest more than 40 years ago.
Now most trees have been felled and water is scarce. Selilah spends two hours a day collecting her two jerrycans (50 liters) from a neighboring kebele (neighborhood), but when that source fails she has to buy water from a vendor at ETB 6 (30 US Cents) per a jerrycan, a huge cut into her income.
In the last 10 years, she says, the rains have changed – they are lighter than before and more infrequent. As a result, production from her meager plot – just 0.25 ha – is declining. After her husband died more than a decade ago, she now only makes ends meet through the daily wage-labor income of her sons. Like many others, Selilah is on the frontline of climate change in a landscape under increasing pressure.
What do you do when facing a tough decision, like buying a home or selecting the right location for your new business? What about decisions that affect entire communities, or countries? How are those decisions made?
If you’re like most people, you rely on facts and advice from experts. You might look for data in studies, reports, or seek the advice of people you trust. You may also conduct a bit of critical analysis of the data you collect and the advice you receive. Ideally, policy-makers responsible for making decisions which impact our communities and our lives are collecting reliable data and conducting critical analysis, as well.
A recent World Bank report “The Small Entrepreneur in Fragile and Conflict-Affected Situations” looked into the motives and challenges of small entrepreneurs in FCS countries and made a number of interesting discoveries. They found that compared to entrepreneurs elsewhere, entrepreneurs in FCS have different characteristics and face significantly different challenges. FCS enterprises tend to be small, informal and to be engaged in sectors that are trade and service oriented.
Three other things they found are illustrated in the charts below. These findings came as quite a surprise to us.
With the call for action issued last month in Dakar, the commitment was clear: Francophone countries in Africa will seek to improve the well-being of their citizens by accelerating the transformation of public financial management systems. They will take this initiative through strong partnership between governments and the accountancy profession with the support of the development partners.
The call was made by 200 high-level delegates from 20 countries: decision-makers and practitioners from both the public sector and professional accounting organizations, and representatives from multilateral development organizations and civil society.
“The effective implementation of these reforms will improve the use of public resources to enhance delivery of services, transparency, accountability, and citizens’ trust in our governments,” said the Honorable Ansoumane Condé, Minister for Budget of the Republic of Guinea, after reading the call on October 29.
