From time to time, everyone encounters sleek products whose form seems to eclipse their function—an image-heavy website that fails to provide basic information, or a shiny gadget with an all-too-brief usable life. Many of us are occasionally guilty of creating such products, but we also shouldn’t underestimate the importance of design, especially when trying to reach a general audience with an initiative or service.
What do you do when facing a tough decision, like buying a home or selecting the right location for your new business? What about decisions that affect entire communities, or countries? How are those decisions made?
If you’re like most people, you rely on facts and advice from experts. You might look for data in studies, reports, or seek the advice of people you trust. You may also conduct a bit of critical analysis of the data you collect and the advice you receive. Ideally, policy-makers responsible for making decisions which impact our communities and our lives are collecting reliable data and conducting critical analysis, as well.
2016. A new year and a new emphasis on data-driven performance for local government. Cities are accelerating at a fast pace to put data to use. Not just to understand what’s happening on the street level, also to improve service delivery systems.
Until recently, Boston’s Department of public works kept track of jobs on paper. And there was no efficient system to track what jobs were done and what needed to be done.
But that has changed.
We know corruption in developing countries affects poor people the most. It also impacts firms in many ways.
The World Bank Group sees the pillars of a more open and citizen centric government--transparency, citizen participation, and collaboration--as strategic priorities in its work on governance because they suggest concrete ways to promote shared prosperity. Having made significant strides to increasing openness in the Bank's own work, we seek to build on this progress to support client governments in their own efforts to make the development process more inclusive.
Every year World Bank Group conducts country opinion surveys (COS) to better understand how its work is being perceived on the ground. These surveys help World Bank Group improve its operations, results, and bolster its engagement with countries.
These surveys also allow the Bank Group to get a sense of development priorities, and what kind of projects people think can contribute to poverty reduction and shared prosperity. We looked at these surveys to see how survey respondents view governance’s role in reducing poverty and whether they view governance as a development priority.
Survey respondents are opinion leaders who typically come from national and local governments, media, academia, the private sector and civil society. They are also from multilateral/bilateral agencies.
As you can see in the maps below, for example, in the 2014 survey, in Zimbabwe, 40% of respondents believed governance should be the top development priority and 34% of them believed that governance is the top contributor to poverty reduction.
Open governance is about ensuring that citizens are able to engage with their governments and that those governments are then willing and able to respond to citizen demands. This, in turn, should lead to socially-inclusive economic development and more effective and efficient service delivery, improving the lives of citizens. But how can citizens fully hold their governments accountable without access to—and comprehension of—government data?
The real challenge for fostering open governance lies in promoting transparency among the various sources of funding that make up a country’s public investment portfolio. Without a clear breakdown of their governments’ resources, citizens cannot engage in informed policy or decision-making discussions.
The outbreak of disease is often a latent but hard-hitting global concern, as currently exemplified by the flurry of anxiety swirling around Ebola. Many efforts have sprung up to fight spread of the disease, including the World Bank which has recently committed $400 million to said cause. While the growing human cost of the disease is distressing enough, if Ebola is not contained, the World Bank has estimated an additional economic cost of $32.6 billion to the West Africa region.
To find out, we recently spoke with Clark Freifeld, co-founder of HealthMap.org, a web-based tool that has been in the news for detecting Ebola 9 days before the World Health Organization officially announced it. Started in 2006 at Boston Children's Hospital, HealthMap uses public health, media, and open data sources to provide real-time information and alerts about disease outbreak based on a number of filters, including location.
