Drones for better roads: Pointers from the Philippines

Amazon is promising to deliver goods with drones. Seeing these prospective innovations in airborne delivery, we’ll be forgiven for thinking that bad roads will increasingly be secondary concerns.

But the reality is that “last mile” road access will continue to be a major and costly development challenge for years to come. “Last mile" access refers to road to final destinations, whether communities, crops, markets, schools or clinics. These are typically provincial, city-municipal and barangay (village) roads in the Philippines.

Often the responsibility of local governments, these roads determine the ease and cost by which people and goods can get to final destinations. Communities across the globe face poor road access, depriving them of economic and social opportunities, whether bringing produce to markets, getting kids to school, or mothers to clinics. Billions of dollars continue to be spent on last mile road access, but often with very poor results.

While countries around the world reap the benefits of an expanding digital environment, development challenges persist, adversely impacting low-income countries from achieving that same rate of growth.
 
The 2016 World Development Report (PDF) recently highlighted these findings in addition to three factors that contribute to a government’s responsiveness towards these digital changes.
 
According to the report, public services tend to be more amenable to improvements through digital technologies if the proposed system allows for fluid feedback, a replicable development process, and an outcome that can be easily measured and identified.

What do you do when facing a tough decision, like buying a home or selecting the right location for your new business? What about decisions that affect entire communities, or countries? How are those decisions made?
 
If you’re like most people, you rely on facts and advice from experts. You might look for data in studies, reports, or seek the advice of people you trust. You may also conduct a bit of critical analysis of the data you collect and the advice you receive. Ideally, policy-makers responsible for making decisions which impact our communities and our lives are collecting reliable data and conducting critical analysis, as well.

Open decision-making: better governance through deliberative transparency

YouTube is a source of endless entertainment. It also has more meaningful content, such as video recordings of meetings between then deputy governor of Jakarta Basuki Tjahaja Purnama, city council, and local government agencies.

The objective, according to Purnama—who is now governor—is for citizens to be able to understand exactly why certain decisions were made or not made. Indeed, one video in particular of Ahok, as he is commonly known, meeting with the City Department of Public Works generated much press. In it, he uncovered an appraisal that should have only been Rp 30 million (approximately US 2,300) was marked as Rp 1 billion (US 75 thousand), prompting someone in the meeting to dramatically call out, “we’ve been discovered!”

Through the proactive disclosure of relevant, accessible, timely, and accurate information, transparency is increasingly seen as critical for the World Bank’s twin goals of ending extreme poverty and boosting shared prosperity. Transparency helps ensure that governments are efficient and effective by opening up information to public scrutiny and thus making public officials answerable for their actions and decisions. Limited resources go farther when decisions about their allocation and use are well informed, publically scrutinized, and accountable.

Get a bird’s eye view: drones and satellites for improved sectoral governance

Walk into your local Apple Store, and you can leave with a Parrot. A Parrot drone that is. The range of drones on the market is proliferating, so you can pick up a number of species: prefer fixed-wing or copter?
 
Media coverage conjures up daily images of drone use in warfare or spying: more predator than parrot. But could drones have a growing positive role for development if applied creatively and responsibly?
 
The real value of drone images for development will likely come in how they are applied in specific sectoral and institutional contexts. We highlight examples of how drones, operated by communities directly or by government authorities, are used to promote accountability and performance in a variety of applications. Can drones become a standard tool for good governance?
 
Companion blogs will feature drone use for transparency and accountability in local roads investment and natural disaster relief in the Philippines. This blog focuses on the use of drones for monitoring in the extractives sector as featured in the Air and Space Series organized by the Governance and Energy-Extractives Global Practices.

2016.  A new year and a new emphasis on data-driven performance for local government.  Cities are accelerating at a fast pace to put data to use. Not just to understand what’s happening on the street level, also to improve service delivery systems.
 
Until recently, Boston’s Department of public works kept track of jobs on paper. And there was no efficient system to track what jobs were done and what needed to be done.
 
But that has changed.

With the ink barely dry on the Sustainable Development Goals, naturally the just-completed Open Government Partnership annual summit focused on how greater openness can accelerate progress toward the goals.
 
The open government agenda is most closely linked to the ambitious Goal 16 on Peace, Justice and Strong Institutions, which among other targets includes the objective of ensuring “responsive, inclusive, participatory and representative decision-making at all levels.” Though progress in this area is maddeningly difficult to quantify, evidence increasingly shows that participation, the next transparency frontier, matters to development outcomes. Making the target explicit, it is hoped, will galvanize efforts in the right direction.
 
There are many issues one could propose to tackle with citizen engagement strategies, but to narrow the topic of discussion, let’s consider just one: enabling smart growth in the world’s exploding cities and megacities.  Estimates suggest that by 2035 most of the world’s extreme poor will live in urban areas.

STEPing ahead with procurement reform

As part of the Bank’s ongoing effort to adapt to the changing needs of client countries, the Bank is modernizing its procurement framework. This will help us deliver stronger project results while maintaining the integrity and high standards of our procurement framework.

The two key elements of this transformation in Bank procurement involve the Procurement Policy Reform, to take effect in 2016, and STEP, the Bank’s new electronic procurement planning and tracking platform.
 
On July 21, 2015, the World Bank’s Board of Executive Directors approved the new Procurement Framework, which will go into full implementation during 2016. This new framework allows the Bank to better and more effectively meet the varying needs of clients by ensuring greater flexibility and choice of methods. Alongside the new framework, an electronic platform, Systematic Tracking of Exchanges in Procurement, branded as STEP, is being rolled out and will be implemented worldwide in the coming months.

This system jointly developed by Operations Risk Management (OPSOR) within Operations Policy and Country Services (OPCS), the Global Governance Practice (GGP), and Information Technology Services (ITS) departments, is a cornerstone of the World Bank Group’s procurement reform efforts and goes hand-in-hand with policy and procedural changes.

Sharing is scaring: Can shared corporate services save costs in the public sector?

In late June, we sent two of our bravest colleagues, Marta and Marcelo, on a daring mission into the Tundra, close to the Arctic Circle. Even though the temperature was in the mid-80s (mid-20s Celsius), you could feel the glacial breezes. Since our unit focuses on Latin America and the Caribbean, you might wonder what brought them so far north.

The team had arrived in Toronto, Ontario with a mission: to learn more about shared corporate services (SCS) and their potential application to save costs and improve government efficiency in other parts of the world.   

In the late 90s, reeling from a financial crisis, the provincial government of Ontario was faced with a daunting task: to cut a third of its administrative budget in one year. In other words, they had to do more with less. Over the next decade the government managed to save C$43 million in direct costs and C$227 million through efficiency gains. Their secret was an innovative solution borrowed from the private sector.

Lessons from the taxi industry to improve Romania’s governance

The first time I came to Bucharest in 2013 the Bank office offered to arrange a pick up from the airport. Being a seasoned traveler, I declined the offer. I reasoned that I had lived and worked in so many countries I could manage the transfer to the hotel without assistance. I was wrong.
 
I picked up my luggage to find a local cab outside the airport. A taxi driver offered me a ride. I didn’t negotiate the price upfront seeing that he had a meter in the car.
 
Twenty minutes later we reached the hotel. The meter read Lei 200 - at the that time about $60. That was over twice the going rate but there was little else I could do. I felt cheated as so many tourists do.
 
I learned from the experience, accepted offers of help from colleagues and paid more attention to rates going forward.
 
About a year later I returned to Bucharest to find a new system in place.  An electronic kiosk had been installed at the airport.  Arriving visitors could now press a button to get an estimated wait time to hail a taxi. I took my ticket. It was a smooth ride.
  
What made the difference? 
 
The new taxi ordering system is now available on mobile phones mirroring, in many ways, the service provided by Uber. Passengers can rate drivers and increase accountability.  
 
Bucharest has gone from being a difficult place to find an honest cab driver to one of the most convenient. 
 
The change has been driven by incentives and improved technology.
