Registering a vehicle in Poland requires two visits to the municipal office (three if the vehicle is imported); time to sort it all out - one to four hours in Warsaw. Long queues. Same data entered on several forms, then keyed into system. In UK, simply sending part of the vehicle registration document to driver and vehicle licencing agency does the trick. In UK vehicle has one set of licence plates for its whole life; in Poland, new licence plates have to be made for each successive owner.
