In other words, back to the 1960s - a good idea in so many respects. This was part of the Botswanan story. They compared results across donors by putting them in charge of different industries - Canada, for example, got mining and the United Kingdom got agriculture. Cape Verde apparently went even further and assigned each donor to a different island. All the usual problems of attribution applied, of course.
