Well well, well ....

Only to discover today that data collection, self evaluation, and other statistical tools with an aim at defining a National strategies, gives poor results ... Thank you, but integrity as well as public service management experts knew from inception that economic and statistical models fail to address integrity gaps and allow a mindful or smart structuration of strategic and tactical thinking.

Furthermore, it should be considered today that statistical tool should only be used to measure and control, and serve as baseline in best cases (where data integrity, sampling ans size is accurate). "Statistics are like a drunk with a lampost: used more for support than illumination" quoting Sir Winston Churchill, British politician (1874 - 1965)

What a waste of energy and resources....
