UNDP's Access to Information (A2I) programme in Bangladesh has followed through all the suggestions here and in particular, much of its success is attributed to public-private-partnerships (PPPs). Recently, A2I has been nominated by the WSIS under the e-government category for its success in taking public services to citizens' doorsteps (http://groups.itu.int/stocktaking/WSISProjectPrizes2014.aspx#nominateTab)

In addition, UNDP's Regional Bureau of Asia-Pacific published a case story depicting A2I's journey in Bangladesh (http://www.undp.org/content/dam/rbap/docs/Research%20&%20Publications/democratic_governance/RBAP-DG-2013-CaseStudy-Bangladesh-A2J.pdf)
