I fully agree with both of you on the point of meritocratic recruitment. It is a crucial area of corruption risks which has wide ranging ramifications for administrative quality and the autonomy of the state from private interests.
Online recruitment systems around the world make such an application of this analysis very straightforward. E.g. application deadlines, number of applicants, personal ties between assessment committee members and applicants can readily be retrieved from many such systems.
