It’s time for ‘Nutrition Smart Agriculture’

Helena Costa, a smallholder from Sao Tome & Principe, has been investing in her family’s small agribusiness for a decade, wanting it to be more productive, more profitable, and produce quality fruits and vegetable products to supply local and export markets.  The quality improvements she’s invested in include food safety practices, shifting to organic production, and planting biofortified crops.  However, these food quality improvements are not yet recognized by the market. So, for Helena, improving the nutritional value of her food products is an extra cost that puts her at a disadvantage in relation to her competitors. 

This problem is not new.  Markets do not always recognize the benefits provided by farmers and agribusinesses.  One such example is the positive impact that good agriculture and agroindustrial practices and technologies can have on the environment. This used to be undervalued by the market and the international community-- at least until the concept of ‘Climate Smart Agriculture’ emerged to align the incentives of farmers and agribusinesses with the rising global interest in combatting climate change.  Moreover, CSA is now an integral part of the National Determined Contributions (NDC) Investment Plans of countries, and the private sector, such as commercial banks, is increasingly offering green lines of credit for CSA as part of corporate objectives. One example of the latter is Banco Galicia in Argentina—with support  from IFC, the bank has developed a new CSA line of investment for their clients funded by green bonds.  And now, many farmers and agribusinesses around the world are realizing the importance of their farming and agroindustrial practices and technologies to the overall environment and climate change.  
 
However, food producers are still largely uninformed of their potential impact on malnutrition.
The nutrition agenda within the agriculture sector has yet to make a convincing case for the alignment between food production and health and nutrition outcomes.  Perhaps this comes down partly to terminology.  We are not pushing our farmers and agribusinesses to be ‘smart’. We are only pushing them to be ‘sensitive’.  ‘Nutrition-sensitive agriculture’ is the prevailing term to convey this sense of maximizing nutrition outcomes, while minimizing the unintended negative nutritional consequences of agricultural and food interventions and policies.  This has been supported by the World Bank and other partners, but it is not enough to align food production incentives with what society needs.
 
‘Nutrition-smart agriculture’ on the other hand, has the clear double objective of improving human nutritional status while achieving the farm and/or agribusiness-level objective of increasing productivity/income/profits.  It’s time to step away from the idea of ‘nutrition-sensitive’. ‘Nutrition-smart agriculture’ should be the way we approach food system policy and program reforms.
 
If we can support policies and programs that allow Helena to increase her income and profits while also having a positive impact on nutrition in the local and international markets she supplies, we will be achieving a very much needed double bottom line for our food system. 


 
Biofortified crops is an example of this evolution from ‘nutrition sensitive’ to ‘nutrition smart’.  Biofortified seeds, which are seeds where the nutritional quality has been improved through agronomic practices, conventional plant breeding, or modern biotechnology, were only adopted when biofortified crops became as productive and as resistant to pests and diseases as regular varieties, and when they satisfied consumer tastes and other preferences.
 
As we put this concept forward, we can learn much from the mainstreaming of Climate-Smart Agriculture.  The key task now is to identify farm and agribusiness technologies and practices that can have a positive impact on the nutrition of households and consumers.  Part of this work has already been done by HarvestPlus, the World Bank, USAID’s SPRING project and FAO, which have produced informative maps on biofortification, developed effective approaches, and toolkits, among other resources.  One critical step to jumpstarting ‘Nutrition-Smart Agriculture’ is to produce country profiles. Just as it did for CSA, these profiles could begin country-level policy dialogues to identify and introduce the agriculture policy reforms and sector investments that are needed to promote increased production and consumption of safe, nutritious, diverse and affordable diets.  There are many practices and technologies that can be leveraged towards investment and policy-support programs that help countries address their agriculture development and nutrition challenges simultaneously.  Proponents of the nutrition agenda just need to take the first step to be ‘smarter’—and now is the right time to do just that.
 
Currently, 151 million children under 5 are stunted—this represents an immense loss of individual and economic potential. The rise in non-communicable diseases related to poor diets is also taking an enormous toll around the world.  A nutritious food system is critically important to improving the prospects of future generations. After all, we know that children who escape stunting in the first 1,000 days of their lives are 33% more likely to escape poverty as adults. The economy of tomorrow will demand a healthy, educated and resilient workforce and a food system that promotes nutrition can make or break our ability to be ready for this future.

I am representing case if punjab state of INDIA ,here all farming of RICE and WHEAT even people of punjab dont like RICE as their culture but due to wanting more money from farming they are farming RICE and hence lot of effect on HEALTH ofpeople of punjab,they leave farming of SUGARCANE,MAIZE,PULSES,GROUNDNUTS and Grains so as a result people are not getting nutrition DIET .

The need for "nutrition-smart agriculture" is well explained in the above article. To get a healthy and nutritious diet is the basic need or right of a human. This awareness needs to be spread in every country of the world and also the necessity of the time to made farmers realize about this critical need.

This is a great read! It may take a bit of time for the market to give a premium price for fortified farm products but with the health challenges that are increasing in intensity and spread, it will sooner than later. Promotion of nutrition smart agriculture would thus be the right step to take and profiling the same for each country would be the prerequisite first step.

I've been discouraging Nutrition-Sensitive form the day it jumped out of research and into programming. There should be NOTHING sensitive about nutrition in Agriculture. Agriculture is the foundation of our nutrition. If Agriculture is not providing the foods we need for an active healthy life, then it is failing us. Biofortification isn't necessary if we have a healthy food system that taps into the thousands of foods that we have in the world.

We need agriculture to provide a food system with the balance of foods we need:
- Staples (grains and starchy roots and fruits);
- Legumes, Nuts and Animal Foods;
- Fruits;
- Vegetables;
- Oilseeds and other Fats;
- and Water (Agriculture is responsible for this in Malawi)
- Agriculture also needs to help provide for our fuels, fibres, medicines, etc. that we need.

We can make this a reality if we get Serious and Smart about our systems needed for good nutrition, starting with Agriculture for food and water and continuing on through Health, Education, Finance, etc. to all support Agriculture's lead in nutrition.

Spot on. Let's do the needful in agriculture. A well practiced agri-systems is all we need and through it we will have the outcomes such as nutrition.

As you put this concept forward, how do you see it aligning with other related concepts that have been put forward under the same name of nutrition-smart agriculture in the past?

"Agriculture is adapting to the unprecedented challenge of climate change by becoming climate-smart. The global community is also now calling on agriculture to respond in kind to what the Copenhagen Consensus has twice in the past few years identified as the greatest challenge facing humankind — poor nutrition caused by a lack of vitamins and minerals in the diet.

Agriculture must become nutrition-smart. Nutrition-sensitivity is not enough. Our basic food systems have to be optimized to provide the greatest amount of nutrients per square foot that can be produced sustainably, especially in the face of climate change. "

The nutrition smart concept in our blog is very much in line with the concept put forward by Bouis.  Even though Bouis associates “smart” with climate change related challenges, and we talk about making nutrition smart based on a double objective of farmer income and nutrition outcomes/improvements, without any consideration of climate resilience/mitigation, there is a clear analogy between the two: we are both highlighting activities that tackle more than one objective at once.
