Great paper by Rob and Nolan. One of the factors that seems to keep firms small in Guatemala is that entrepreneurs know if their firms grow beyond a certain size, they will attract government attention and begin to be taxed and forced to comply with all sorts of regulations that are burdensome and they don't understand. Keeping the physical size of the business small and the number of employees low helps them fly under the government radar.
