Berk: There is some evidence that if the first person called on to ask a question is a woman, many more women subsequently ask questions. If the first person is a man, then fewer women ask questions (https://www.economist.com/science-and-technology/2017/12/07/women-ask-fewer-questions-than-men-at-seminars)
So perhaps this is one more thing the chairs of seminars can do: Call on a woman first.
