I am perplexed. Society spends a considerable amount to 'prove' that more information and more competition are better. The only significant contribution I note is that a subsidy is only productive after a minimum threshold of knowledge. And in the meantime we decided not to givebetter treatment to the 'control group'? And what about when the CHP leaves and the monopoly is restored? What if the CHP does not get local buy-in (literal and figuratively)? Wouldn't financing one of those scanning devices per village and training a couple people be better?
