Speaking from my own experience in Bangladesh, I believe the training component (basic financial literacy, micro enterprise management, livestock management) is as critical as the access to finance component when it comes to women's empowerment.

It was interesting that the women were offered packages (in kind investments) rather than an upfront loans for spending based upon their discretion. I'd be very interested to see if such programs are more effective at generating micro entrepreneurship than traditional micro loans.
