In Africa there is generally no lack of water. This is a misconcept created by numerous NGOs that want to "solve" this Fata Morgana. Example, in the borehole of a broken handpump there is still plenty of water. Yet there are over 150.000 broken handpumps in Africa but NGOs continue to donate "Pluffy-Pumps" that fail and are too expensive to maintain. This is a rather unique situation. NGOs advertise with a "Problem" that they have created themselves! Amazingly, the public doesn't know about this and continues to fund these self interest NGOs to continue with more Pluffy-Pumps. The good news is that especially USA NGOs are discovering this and change for more durable handpumps such as the Dutch BluePump. Initial investment is higher but it pays back with reliable operation at very low cost That is wat people appreciate if you have only 1 $ per day.
