Marc's point that "the World Bank is typical of many large organizations with a lot of data. They think that the structure of the data is what gives it value. But it’s actually the ability of data to be exchanged that gives it value" is a pretty profound one, with very real implications for the Bank's approach to 'its data' -- and the data of others that it helps structure and curate.
