Jamus What you highlight is also true from a standards making perspective, where "emerging" countries that used to be considered standards-consumers are very fast becoming standards suppliers-with indeed the intellectual property portfolio that goes with it. However, it seems to me this is more a cyclical story than something "first time in history".
