Given the amount of dialogue around operator-bank partnership I'll apologize in advance for what could be a naive question but why haven't mobile operators started provided banking services for their customers? They have the market reach, they have a transactional system that handles micro-payments, they have the infrastructure to manage pre-paid accounts. And, most importantly, they [own] a device that is actually *defining* how people live their lives (i.e. a different role for behavioral science). It would seem that an operator would see banking services as the ultimate means for increasing customer allegiance, and increase average revenue per customer.
