Learning from the Last Five Years: CommGAP and Good Governance

As CommGAP draws to a close, I've been reflecting a bit on what I've learned from the program over the last five years and the many interesting research, practice and policy questions still left to be explored.



For me, CommGAP was one of the first programs to take a critical look at the phenomenon we call "good governance" by drawing linkages between the related but conceptually distinct strands of accountability, transparency, access to information, citizen voice and mobilization, civil society capacity building, media development, public opinion formation, democratic deliberation, and state capacity/ resilience/ legitimacy. I still remember a conversation I had with Sina at a conference many years ago, asking him how he envisioned the "connective tissue" between all these concepts. The CommGAP program, in a sense, was Sina's answer, and I've been lucky to be able to help articulate some of this work.

Developing Independent Media: New PDF Available

We've already blogged about the release of our new publication, Developing Independent Media As An Institution of Accountable Governance, but we wanted to let people know that the PDF is now up and available for download here. Previously, the full version was available online but not for download; hopefully, this will now make the toolkit more accessible, particularly in areas without reliable broadband access.
 
We've had some good reactions so far to the toolkit, and hope that it'll continue to prove useful to the broader policy and practitioner community working on issues of good governance, voice and accountability. Mobile-mapping Corruption

Here's an interesting example of anti-corruption work in the mobile realm: a new application called Bribespot helps ordinary people report on instances of corruption they witness in their daily lives. According to this piece on MobileActive.org, users can download a mobile app for Android, which they can then use to submit specific instances of bribes. (Users can also submit through a website). A central office checks the submission and removes identifying information before posting to a database. According to the developers of the app, it is not intended to identify specific individuals, but rather to help visualize the extent of corruption, and to provide a basis for anti-corruption agencies and others to follow up. So far, the app is being used mainly in Lithuania and Romania.

Bringing Good Governance into Focus

I recently attended a very interesting conference on democratization in East and Southeast Asia, sponsored by the University of Louisville's Center for Asian Democracy, during which there was some discussion of the differentiation between the terms we use to identify varying governance systems and governance-related phenomena. At times we use the terms "democratization," "political liberalization", "political opening," and "good governance" almost interchangeably, when in fact they of course can refer to very different things depending on the perspective and intent of the speaker. In particular, I got to thinking a bit more about the distinction between the field of democratization studies and the field of good governance studies. With respect to the former, there is a longstanding and well-referenced theoretical literature pertaining to political transitions, and a good number of competing "theories of change," each with its own backers, detractors, and robust line of argumentation.

Post-Conflict Lessons: Reconstruction, Stabilization, Governance . . . and Gryffindor?

For those who haven't yet seen, this Foreign Policy piece presents a detailed, highly nuanced plan for stabilization, reconstruction and post-conflict reconciliation and good governance - as applied to the world of Harry Potter after the (er, spoiler alert, I guess) defeat of Voldemort at the end of the last book.


I appreciate the section on good governance and the nod to public sphere issues in particular - media diversification (the Daily Prophet really could use some serious competition), involvement of new media, etc. Could use a bit more emphasis on the role of civil society in the wizarding world, both in holding the new Ministry of Magic leaders to account as well as in helping create a post-conflict consensus around the legitimacy of the transitional government. But, overall, it's a decent plan - and a nice refresher on some major post-conflict issues. 

Answering the Right Questions

In good governance circles, we love to champion accountability tools: citizen score cards, civil society-local government linkages, participatory budgeting, etc. They sound wonderful on paper, and frequently work well off paper, but one can sometimes detect a certain weariness on the part of the supposed recipients/beneficiaries of these tools. These initiatives may be effective at times, but they simply don't address the underlying power structure, development practitioners often hear. What is one supposed to do about the shadowy but real network of frequently unaccountable elite, particularly in the context of a developing country that features a culture of impunity and lacks deeply rooted institutions of accountability?

Why Media Literacy Matters

For those of us who care about the media and its role in society and politics, the recent events surrounding News Corp in the UK have provided plenty of fodder for conversation. While there are many ways to analyze the situation, one aspect which has proved interesting to follow from a CommGAP perspective is the debate over how competing media outlets (or even the ones owned by News Corp) are and should be covering the story. This Washington Post article unpacks some of the ownership ties and potential (or perceived) conflicts of interest behind the coverage, noting that corporate affiliations have raised suspicions about the independence and objectivity of coverage.

Yes, The Revolution Will Be Televised. Now What?

In a media landscape saturated with images of tweeting revolutionaries and blogging dissidents, it's easier than ever to assume a causal relationship between the spread of technology and political revolution. But take a closer look, and the issue begins to look a lot more complex.


An informative and timely new essay by Marc Lynch, an associate professor at George Washington University and prolific commentator on Arab media and political issues, deftly sums up the main arguments, contradictions and knowledge gaps surrounding the impact of information and communication technologies (ICT) on the phenomena collectively referred to as "the Arab Spring." Entitled "After Egypt: The Limits and Promise of Online Challenges to the Authoritarian Arab State," (subscription may be required), the piece implicitly argues for abandoning the usual "optimist/pessimist" trope that plagues such discussions, favoring instead a more nuanced and complex perspective on the impact of ICT in authoritarian states. (Perhaps unsurprisingly, I agree - see this previous post.)

Forecasting Failure?

A perennially relevant question is making the rounds again in the wake of the Arab Spring: Why can't anyone predict revolutions? (See Sina's "quote of the week," for example.) The issue is again raised in this piece by Foreign Policy managing editor Blake Hounshell, in conjunction with Foreign Policy's seventh annual publication of its Failed States Index (FSI).


The article seems geared toward explaining why the FSI didn't "predict" the Arab Spring, and it discusses the fact that indices are generally better at providing snapshots rather than acting as crystal balls. It also notes that while the FSI has captured some elements of political destabilization in the Middle East, it has missed others. Experts quoted in the article note that revolutions may be inherently difficult to predict, due to the so-called "demonstration effect" (whereby revolutions, aided by satellite television and other advances in communication technology, allegedly spread by contagion) and other factors.

Post-Conflict Justice and ICT

We've discussed here and in related papers (such as Towards a New Model and The Missing Link) the role that media and communication (including all forms of information and communication technologies, or ICT) can play in pre-, mid- and post-conflict situations. Too often, donors think of media and communication as an adjunct to their main reconstruction and peacebuilding work, something with which to publicize their activities. I've advocated strongly in the past for assigning a more significant role to the field of media and communication in conflict, urging donors to consider it as a substantive, technical area that needs to be systematically incorporated into donor plannning rather than treated as an offshoot of public relations.
