Smart Media Aid

A few weeks I had a chance to return to Nicaragua for a brief visit. The Fundacion Chamorro invited me to talk about the role of the state in processes of media reform. As usual, I learned a great deal by talking to old colleagues and new friends about ongoing efforts to strengthen media democracy in the country.

What’s going on in contemporary Nicaragua shows the potential of smart media aid to be effective, if it dovetails with local needs and promotes wide-ranging efforts. It’s not just what donors think is important. It is what local activists with vast experience believe is necessary (and Nicaragua, to put it mildly, does have substantive experience with reform). It’s not simply about targeting one set of challenges. It is taking a broad, multilevel perspective on the challenges of media systems.

Talking about Theory and Practice

I attended the conference of the International Studies Association in New Orleans. Its theme “Theory versus Policy? Connecting Scholars and Practitioners” is surely relevant to anyone interested in aid, communication/media, and governance. The question prods us to think about whether the two professional communities are inevitably opposed, and if not, then, how collaboration is possible.

In an ideal world, scholars and practitioners may not necessarily hold hands and sing kumbaya, but they could find common ground based on mutual respect and recognition. In reality, however, my experience tells me that something completely different happens. Even theorists and aid practitioners working on related issues and holding similar normative ideals, rarely see it eye to eye. Despite sporadic goodwill, encounters tend to be filled with tensions. If (sotto voce) dismissive words are not heard, participants loudly speak about different concerns. “Wait, there is a huge literature on that issue” warn academics when they hear simplistic arguments. “That works in theory, not in practice” practitioners respond and rattle off experiences that disprove theories. One’s theoretical excursus makes the other yawn. One’s case analysis meets indifference in the other. One asks about conceptual clarify and rigor, the other begs for simple concepts to use.

Of Pork, Sausage, and Media Laws

Watching media law sausage being made is not only ugly. It also raises questions about the conventional apoliticism and technical distance of international aid (an issue that Sina brought up in his last blog entry, and the subject of Sue Unsworth’s smart article that he sent).

Consider what happened in the last months in Argentina. On October 9, Congress passed a new media law, which was immediately approved by President Cristina Fernández de Kirchner. The law is almost identical to the bill sent by the President’s office. The bill replaced the 1980 law that was passed during the last military dictatorship, which had been amended several times since the return to democracy in 1983.

Why Uruguay?

Again, Uruguay shows that when civil society intelligently promotes coalition-building and finds sympathetic allies in government, media reform is possible. On June 10, the Congress passed a bill to reform the Penal Code and the Press Law. The new law will abolish libel laws and subject national legislation on communication issues to criteria enforced by the Inter-American Commission of Human Rights. The bill is likely to be approved by the Executive.

This achievement is another landmark of recent efforts towards media democracy in Uruguay. During the past two years, legislation on community broadcasting, access to public information, and national archiving of information was approved. The passing of community broadcasting law in December 2007 represented a major success. The law assigns one-third of radio frequencies to community, non-profit stations. It defines community stations in terms of the nature of their goals (“social mission”) and ownership (“collective properties”) rather in terms of reach or geographical location. It stipulates the existence of the Consejo Honorario Asesor de Radiodifusión Comunitaria, a multi-sectoral committee with significant representation from civil society that oversees the bidding process and monitors the performance of stations to ensure that they meet social goals. The passing of the “freedom of information” law in October 2008, and the elimination of libel and contempt laws are other positive advances. This is encouraging if we consider that, like in the rest of the region, the dominant media system historically conformed with the norm of media policies in Latin America: state patrimonialism and collusion between governments and large business.

Can Social Networking Technology Undo Old Political Networks?

I always find puzzling how easily techno-enthusiasts believe that new information software and gizmos can successfully address many problems for democratic communication. I guess it’s part of the perennial search for quick magic bullets to solve the miseries of the world. The centrality of social networking during the Obama campaign, the role of Facebook during recent political events (such as the Gaza-Israeli conflict), and the political uses of mobile telephony (whether for organizing public protests or denouncing corruption) have been recently submitted as evidence that new technologies tear down old obstacles. They bolster the claim that nothing can stop the marriage of citizens and technology. The future is on the side of net-savvy, empowered people.

Regional Movements for Media Reform

Much has been said lately about the prospects for global institutions to promote media democracy and good governance. The jury is still out, however. How can a diversity of trasnational actors, including intergovernment bodies, donors, UN agencies, civic groups and business, be effective? Are all actors equally positioned? If national governments retain power over key decisions shaping media environments, how do global actors manage to influence opportunities for media pluralism and participation?

Latin America offers an interesting petri dish to examine the germination of regional movements promoting media pluralism.
