Good Research, Great Video: What’s the Best Way to Motivate Community Health Workers?

Some more innovative work from the London School of Economics. This genuinely thought-provoking 8 minute video describes a collaboration between the LSE-hosted International Growth Centre and Zambia’s Ministry of Health. The background academic paper is here.

Researchers and officials worked together to answer an important question: to motivate people in rural villages to become rural community health workers (CHWs), is it best to appeal to their community spirit, or to their hopes for individual career development? If you do the latter, will people lose their link to the community, and replicate the problem with more standard professional health workers, many of whom hate working in rural areas, and head for the city?

To do that, they divided up 160 villages targeted for recruitment. In half they put up posters that stressed ‘come and serve your community’, in the rest they put the emphasis on careers (see above: figures 1a and 1b of the paper). Sure enough, the posters attracted different kinds of people to apply for CHW training.

More Than One in Five Worldwide Living in Extreme Poverty

"Gallup's self-reported household income data across 131 countries indicate that more than one in five residents (22%) live on $1.25 per day or less -- the World Bank's definition of "extreme poverty." About one in three (34%) live on no more than $2 per day. The World Bank Group recently set a new goal of reducing the worldwide rate of extreme poverty to no more than 3% by 2030, but Gallup's data suggest meeting that goal will require substantial growth and job creation in many countries. In 86 countries, more than 3% of the population lives on $1.25 per day or less." READ MORE

Rethinking Social Accountability in Africa

Mwanachi, a Swahili word that means ordinary citizen, is the name of a governance and transparency program that was funded by the UK’s Department for International Development for five years in six African countries: Ethiopia, Ghana, Malawi, Sierra Leonne, Uganda, and Zambia. This program is the focus of a new report entitled Rethinking Social Accountability in Africa by Fletcher Tembo, who served as Director of the Mwanachi program since its launch in 2008. The report acknowledges the important role of several actors in in strengthening citizen demand for good governance, including civil society, media, elected representatives, and traditional leaders. At the same time, it challenges common notions of effective citizen-state relations that focus on a preoccupation with actors and actor categories. Instead, it argues that effective social accountability programs should focus on relationships and contextual realties that are driven by 'interlocution processes.' In other words, processes that address the complex web of incentives and actions through actors that are selected for their game changing abilities.

Why Training Day Matters: An Investigative Journalism Program in Zambia

With the growing number of journalism training programs being conducted in the developing world, it would be interesting to know how these programs are designed and assessed. For instance, are they focusing on the right success factors? Are they comprehensive or strategic enough? As stated by Shanthi Kalathil in her how-to-guide on media development, “a program that plunks down a sum of money for ‘training journalists’ then measures success by the number of journalists trained is unlikely to have a substantive impact.” Instead, she recommends piecing together a series of programmatic activities shaped by strategic insight into the country’s media sector. This is precisely what the World Bank’s Governance Team in Zambia did with an investigative journalist training program in Zambia.

70 journalists killed in six months

“At least 70 journalists and support staff were killed while on assignment in the first half of this year, making it one of the bloodiest periods of recent times.

Fifteen were confirmed dead in Syria alone between January and June, according to the biannual Killing The Messenger survey of news media casualties produced for the International News Safety Institute (INSI) by the Cardiff school of journalism.

The next worst countries were Nigeria, where seven unidentified newspaper staff were killed by a bomb, Brazil, Somalia, Indonesia, where five journalists died in a plane crash, and Mexico.”  READ MORE

"Holding government officials accountable is the goal of a new project that solicits citizen reports via mobile phone. Through this Web-based public forum the government’s performance will be scrutinized – and, the hope is – improved."
Kenya - "In a new forum here for citizen complaints, one recent report complains about inadequate medical care: “No medicine, no nurse at Nyamira Hospital. I am tired of this.” Launched a month ago in test phase, the Web-based forum allows ordinary Kenyans to comment on the government’s success in performing basic functions. "The future of development. What a title. It's fraught with hostages to fortune, bear traps and day dreams.
I pick 2030 as "the future". Partly because, 15 years after the first set of millennium development goal (MDG) targets I expect poverty (percent and numbers) in Asia to be much lower, and in Africa I expect the decline to be strong too. But partly because it is far enough away to think a bit more freely."

Using large international events to get attention for a development objective is a pretty good idea. Events like the Soccer World Cup are so called media events - events that capture the attention of a large audience, that break our routines, and unify a large scattered audience. Whatever team you were cheering for, you weren't the only one cheering for it, and didn't you feel like your team's friends were also your friends? This kind of mood - attention and a feeling of community - provides a great environment for campaigns that want to raise awareness about certain issues or that want to change norms and behaviors.
