This African Smart Card Helps Catch Disease Outbreaks

“Just as any good community healthcare manager should, Ignicious Bulongo has his eyes peeled for disease outbreaks from his post at the Ng'ombe Integrated HIV/TB Clinic, located in the Zambian capital.
 
The facility provides primary care to nearly 50,000 people, many of whom, Bulongo says, live in poverty, employed as domestic workers and bus drivers. Environmental and sanitation conditions are less than ideal, so catching disease outbreaks early on is crucial for protecting the community's health.
 
The 2010 introduction of the SmartCare system, an electronic health record system developed by Zambia's Ministry of Health and the U.S. Center for Disease Control, has helped make Bulongo's job easier. Instead of holding patients accountable for paper "exercise books" documenting their medical histories, the details of individuals' diagnoses and treatments can now be stored on a smart card they hold in their wallets, as well as locally at their health clinic and in the larger SmartCare network.” READ MORE 
 
Biggest Mobile Opportunities Aren't in Smartphones

“Facebook has noticed something that other companies would do well to heed: The biggest opportunity right now isn't in smartphones, where users are bombarded by the fruits of an ever-more-competitive market for apps and mobile services. Rather, the big play for some companies, especially any that wish to expand into emerging markets, is on the "dumbphones" — aka non-smartphones or, in industry parlance, feature phones — that most people in rich countries have now left behind.

Strengthening the Mahatma Gandhi National Rural Employment Guarantee Act in India to Foster Participation, Access and Accountability

The initiation and countrywide implementation of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) represents a milestone in social policy and employment creation with its right based approach and focus on livelihood security. The flagship program has benefitted millions of marginalized rural households by providing them unskilled work and led to prevention of stress migration from rural areas in lean agricultural seasons. A UNDP/Carnegie Endowment for Peace study points out that from the scheme’s first year of operation in 2006-2007 till 2010-2011, job creation accelerated from less than 1 billion workdays distributed amongst 20 million households to 2.5 billion workdays for 50 million households.
 
In the above context, the 2013 performance audit conducted by the Comptroller and Auditor General of India (CAG) should be a timely opportunity to analyze the immense management and convergence challenges that a program of MGNREGA’s size poses. This is especially relevant in view of CAG’s observation that undertaking of non permissible works, non completion of works and lack of creation of durable assets during the period 2007-2012 indicated that the poorest were not able to fully exercise their rights under the program. 

One of the ‘bottom up’ features’ of the program is its reliance on rural local self government structures i.e. Panchayati Raj Institutions (PRIs) to reinvigorate community driven participation and decision making in service delivery.  The first key institutional challenge, therefore, is to make MGNREGA’S program implementation effective by enforcing PRI ‘activity mapping’ (unbundling subjects into smaller units of work and assigning these units to different levels of government) that was set in motion after the historic 73rd Constitutional Amendment, 1993.  Herein, the Central Government and the States of the Union, have to jointly actualize the principle of subsidiarity- what can be best done at lower levels of government should not be centralized at higher levels. Empowering PRIs especially Gram Panchayats (last mile units in villages) with funds, functions and functionaries (3F’s) is a critical incentive to build their institutional capacity for service delivery. This, in turn, would provide them the teeth to carry out their core responsibilities under MGNREGA such as planning of works, registration of beneficiaries, allotting employment, executing works, making timely payments, maintaining records of measurement and muster rolls.

"More than one person in two thinks corruption has worsened in the last two years, according to the world’s largest public opinion survey on corruption from Transparency International, but survey participants also firmly believe they can make a difference and have the will to take action against graft. The Global Corruption Barometer 2013 is a survey of 114,000 people in 107 countries and it shows corruption is widespread. 27 per cent of respondents have paid a bribe when accessing public services and institutions in the last 12 months, revealing no improvement from previous surveys." "The country that gave the world two groundbreaking innovations in technology: M-Pesa, a mobile banking system, and Ushahidi, a platform for crowdsourcing information during disasters, is now taking its technological talents to new heights. The East African nation of Kenya has just started construction on a 5,000-acres piece of land in Konza, about 60km south of Nairobi, to turn the savannah area into ‘the most modern city in Africa’.

Using the same company that designed Brooklyn’s Barclays Center in New York City, SHoP Architects, Kenyan authorities want to transform Nairobi’s Konza City into Africa’s technology hub, dubbed Silicon Savannah, similar to California’s Silicon Valley. The designers told the UK’s Financial Times that ‘the scale of the project compares with creating another Manhattan, central London or inner-city Beijing.’"  READ MORE

Open Data, Open Policy: Stepping Out of the Echo Chamber

Recently, I participated in several events that look at the space between empowered government (gov2.0) and empowered citizens (citizen2.0 both individuals and civic groups and NGOs).

One discussion was around tapping into networks of empowered citizens clustering around different issues for open policy making (Masters of Networks, Venice) and another on getting human-readable stories from data (Open Data on the Web, London).

Then, there was a question on how open data and modern technologies can improve environmental sector governance (#ICT4ENV, Cetinje), or strengthen political transparency and accountability (Point 2.0, Sarajevo).

Different countries, different venues, different leading institutions – but a common set of issues that I struggle with and that, I hope, will emerge as topics in some future events (one of those, shaping up to be the policy making 2.0. deluge in Dublin, is coming up this month).

Accountability on the Internet: What’s the Role of the New Information Gatekeepers?

The internet has certainly changed the process of how information and news is filtered and by whom.  A process that was carried out by traditional media for decades is today largely managed by a few internet companies through algorithms.  In this new role, they are not only filtering information but also helping us navigate a widely scattered information landscape through their products and services.  In a new report by the Center of International Media Assistance, Bill Ristow discusses the role of these new information gatekeepers and the implications they face in protecting policies and practices across borders, such as openness of information and freedom of expression. Setting universally accepted norms on what is good behavior on the internet and what is not, is a major challenge. The question is who should be making these kinds of decisions? How are the new information gatekeepers held accountable?

The Legislator’s Dilemma: Following or Moving against the Tide of Perverse Incentives

Listening to an expert discussion of the role of elected representatives in social accountability interventions at a recent event hosted by the Mwananchi Governance Programme and CIVICUS in Johannesburg on 16th May 2013, I was reminded of this quote by Joe Khamisi, a former Kenyan MP:

“Save, you may not see Parliament again”, one two-term Member liked to tell us.  In many cases non-performers with deep pockets are preferred than stingy doers. “As much as possible, avoid your constituents in the first three years and show up only towards the last half of your term, with plenty of money!”

In response, a Member of Parliament (MP) from one of the countries where Mwananchi works said, “You need to put premium on leadership”. In other words, we should not expect leaders to deliver the change we want if society encourages them to pursue perverse incentives to attain and remain in office, and to achieve solutions to collective action problems. 

Looking at the backgrounds of MPs in many countries in Africa, you find that some MPs have been activists in civil society, respected civil servants or faith leaders, often suggesting that things would be very different if it was them that were in office. This is a clear case of a common African saying ‘one finger forwards, four fingers backwards,’ reminding us how easy it is to criticise without examining ourselves. This is why it should not be surprising that again and again we find that when the ‘self-imagined’ leaders get into public office they are equally caught up in the quagmire of perverse incentives as their predecessors.

'Citizens Against Corruption: Report from the Front Line'

Citizens Against Corruption: Report From The Front Line tells the story of how groups of courageous and dedicated citizens across the globe are taking direct action to root out corruption. Based on extensive practical experience through the work over more than a decade supported by The Partnership for Transparency Fund (PTF), this book shows how ordinary people are no longer prepared to accept the predatory activities of dishonest officials and are successfully challenging their scams.

Author Landell-Mills, co-founder and first president of PTF, states: “This book draws on over 200 case studies that describe impressive initiatives undertaken over the past decade by 130 civil society organizations (CSOs) in 53 countries which engage directly with public agencies to stop the bribery and extortion that damages peoples’ lives and obstructs social and economic progress.”

He adds, “This book challenges the notion that, at best, civil society can only have a marginal impact on reducing corruption. Quite the opposite; it argues that CSOs have demonstrated again and again that their impact can be game-changing.”

Examples from some of the poorest countries in the world show how a single CSO initiative can save several million dollars. Several million such initiatives can transform the way government does business, making public agencies accountable to those they serve.  The message is clear: aid donors need to radically rethink their assistance for governance reform, tilting it dramatically in favour of supporting CSOs.

Risk and Accountability: What Role for the Inspection Panel?

The World Bank wants to speed up. To meet the needs of clients and find new solutions to development challenges its appetite for taking risks must change. Accountability mechanisms, like the Inspection Panel, are often accused of causing staff to become risk averse – of slowing down the speed. The Panel has been set up to give people affected by Bank-supported projects an avenue for raising their concerns, knowing that the complaint will be handled by a body independent of those who man age the project. We call it citizen-driven accountability. Does this slow down speed or does it allow for speeding up because it improves the braking system? Fast cars need good brakes.

The answer is not simply one or the other. The Panel has stated on several occasions that it recognizes risk-taking is an essential part of development work, and that the Bank needs to be able to take the risks that go along with innovation, and venture into challenging circumstances where risks and potential rewards may be high. Effective safeguard policies provide means to identify and manage risks, which at times may slow down speed and rightly so. At the same time, citizen-driven accountability helps to enable risk-taking by providing a safety net for affected people in the event that risks materialize.

Building the “Iraqi Media” – A Book Review

Ten years after Iraq was declared as liberated, many are reflecting on how Iraq presents itself to the world today.  Our mediatised view of the country is one rife with renewed sectarian divide, and as previously written, any economic good news is overshadowed by the rise violence.  One aspect given much attention in the efforts to build a new Iraq was the media sector.  A decade later the Iraqi government announced their decision to ban Al-Jazeera and nine Iraqi television channels, eight of which are Sunni. They claim the channels were fuelling sectarian divide.

On the same day as the media ban and the anniversary of “liberation”, Dr Al-Safi quietly launched his academic study of Iraqi media. His research for “Iraqi Media” lasted three years and earned him a PhD from City University, London. The book offers a fascinating chronological juxtaposition of dictatorship and occupation and this thorough, academic study of Iraqi media pre and post Saddam also has its “shock and awe” moments.   Saddam Hussein’s persecution of the journalist tallies with the popular narrative on his reign, but the fact that Uday Hussein’s paranoid actions may have been perversely good for Iraqi journalists is a new story.  Through his interviews with hundreds, Al Safi also reveals complexities and challenges in a frank and detailed account of the post Saddam attempt to build a “free” media. He claims, the largest media-building project ever attempted.
