Sierra Leone’s Cold Spot? Young People, Elections and Accountability in Kono

Ibrahim Fanday, Chairman of Kono Youth Commission smiled proudly as he says ‘Kono is known as a trouble hot-spot – but at the end of the day, the elections were peaceful.’ Martha Lewis, a member of the local women’s network, agreed, saying ‘Hot spot? Cold spot!’ 

When Sierra Leone went to the polls in November last year, it followed months of speculation and fears that the hotly contested elections would be a flash-point for violence.  And Kono, the state which saw the worst of the ten year civil war, and remains notorious chiefly for its diamond miles and its instability, was predicted to be at the centre of any trouble.

The elections passed without major disturbances and were pronounced free and fair by the EU observers following them.  Ibrahim believes that the youth of Kono played a role in keeping the polling peaceful, by acting as ‘peace ambassadors’ in their communities.  His pride is echoed by everyone I speak to - Sierra Leone seems to have passed some kind of test, in both national and international eyes, by holding an election where 87.3% of the population turned out to vote, and the peace held.

Civil Society, Public Action and Accountability in Africa

An important new paper from some big development names – Shanta Devarajan and Stuti Khemani from the World Bank, and Michael Walton (ex Bank, now at Harvard Kennedy School) – directs a slightly fierce (but welcome) political economy gaze at donor efforts to strengthen civil society (one of the more recent developmental fads). As with most such papers, after a monumental literature review, one of the striking conclusions is how little we really know, but it gropes gamely through the fog of ignorance and confusion and arrives at some interesting conclusions.

First, the authors find that something significant is going on among Africa’s citizens: “a large shift in Africa in organization among citizens. Village-level group formation in Africa increased dramatically over the 1990s when participatory approaches were emphasized in international development paradigms, promoted through aid, and adopted deliberately by country governments to deliver projects to communities.” Interestingly, that increased participation applies to both democratic and less democratic systems. The question is in what situations that upsurge in civil society has impact, and how (if at all) aid agencies can help.

The paper adds its support to the growing demand that aid interventions abandon futile searches for ‘best practice’ in favour of understanding what are the ‘best fits’ for any given context:

The Choice Between Facebook and Running Water Isn’t Obvious

"Over the past several years two seemingly independent ideas have been gaining traction:

  1. New technology allows developing nations to leapfrog over traditional growth patterns (M-PESA, long-range wi-fi).
  2. The increasing move towards “convenience models” may be pointing the US’ tech sector away from innovation (Peter Thiel’s “they promised us flying cars but instead we got 140 characters”).

In a recent working paper for the National Bureau of Economic Research, economist Robert J. Gordon writes that the US’ current wave of innovation is less of a step forward and more of a lateral move, merely finding novel ways to use innovations made 20 years ago, sitting him squarely alongside Thiel. To illustrate, Gordon asks the following hypothetical question between two options, A and B:

With option A you are allowed to keep 2002 electronic technology, including your Windows 98 laptop accessing Amazon, and you can keep running water and indoor toilets; but you can’t use anything invented since 2002. Option B is that you get everything invented in the past decade right up to Facebook, Twitter, and the iPad, but you have to give up running water and indoor toilets. You have to haul the water into your dwelling and carry out the waste. Even at 3am on a rainy night, your only toilet option is a wet and perhaps muddy walk to the outhouse. The emerging concept of “Open Development” has become a topic of keen interest to citizens, policy makers, and development practitioners alike.

Opening data to enhance transparency, accountability and development outcomes sounds great. However, two main issues remain unclear: Openness for whom? And openness for what?

Two weeks ago, I participated in a fascinating panel, entitled ‘Does Openness Enhance Development?’ at the ICTD2012 Conference in Atlanta. At the center of the discussion were the following issues: (i) what do we mean by open development? (ii) Can openness close the ‘accountability loop’ between citizens, governments and international donors? (iii) Can openness lead to a more inclusive development? (iv) What is truly open and what not? and (v) What are the main barriers to opening up the development process?

Even as the language of ‘Open Government’ has picked up steam over the past couple of years – driven initially by the 'Obama Open Government Directive', and further boosted by the multi-lateral Open Government Partnership –  the use of the term has tended to fairly broad, and mostly imprecise, lacking a shared, consistent definition. As Nathaniel Heller of Global Integrity, a key player in the OGP, cautioned in a recent blog: “The longer we allow ‘open government’ to mean any and everything to anyone, the risk increases that the term melts into a hollow nothingness of rhetoric.”

In a recent useful piece, Harlan Yu and David Robinson, draw a distinction between “the technologies of open data and the politics of open government,” suggesting that ‘open government data’ can be understood through two lenses – open ‘government data’ or ‘open government’ data. The first approach reflects an emphasis on deploying the functionality of new information technologies to put government datasets in the public space in a way that is amenable to re-use, and can be tied to a range of outcomes – among other things, improved delivery of services, innovation, or efficiency. The second approach prioritizes a mode of governance characterized by transparent decision-making - particularly on issues of public interest and critical for public welfare – and the release of government data (and information in other formats as well) as furthering this goals of transparency.

Cities are often associated with mixed emotions. They can sometimes make us feel insecure, disconnected and lonely, even in a crowd; while, in other moments, they provide the setting for the happiest events in our lives. 

Whether we are conscious of it or not, urban spaces have a huge impact on how people participate in public life. Regular readers of this blog know that the original concept of the public sphere originates from the agora in ancient Greek city-states. The agora was a physical place where people gathered to deliberate and exchange their opinions – a true marketplace of ideas. The modern public sphere has now shifted more into the virtual realm, through various technologies and social media.

A common theme in the field of open government refers to the use of technologies as a means to foster citizen engagement. A closer examination, however, shows that most initiatives facilitated by information and communication technologies (ICT) have been characterized by low levels of citizen engagement.

In Brazil, the state of Rio Grande do Sul stands out as an exception. For instance, in a recent web-based policy crowdsourcing initiative supported by the ICT4Gov Program of the World Bank Institute (WBI) and the Open Development Technology Alliance (ODTA), “Governador Pergunta” (“The Governor Asks”), citizens were invited to co-design solutions to address health challenges in the state. The process has generated over 1,300 proposals, with more than 120,000 votes cast on the prioritization of the different proposals.

Sometimes it seems like the devil has all the best tunes, while the angels struggle to get their message across. In development, some of the most interesting and important concepts are rendered impenetrable to non-specialists by a morass of jargon.

Take human rights for example. Yesterday was the International Human Rights Day, but I for one, find that the dry, legalistic and jargon-filled language of the ‘human rights community’ often seems depressingly, well, inhuman. One example is, alas, Oxfam’s new ‘Learning Companion to the Right to be Heard Framework’, published yesterday to coincide with this year’s International Human Rights Day’s focus on ‘voice’.

But please read it, because under all the jargon-laden sentences about ‘governance components as mechanisms to ensure transparency and accountability in delivery of quality essential services’ there is some real and useful substance. Trust me.

Youth at the Forefront of Anti-Corruption Movement

Jiwo Damar Anarkie from Indonesia is a young co-founder of the Future Leaders for Anti-Corruption (FLAC) a local NGO, and he uses storytelling and hand puppets to teach integrity to elementary school students.
 
"They're very young, at the stage where character building is still possible. Storytelling is one of the most effective ways to do so," said Anarkie.
 
The organization did an initial road show in four schools in Jakarta, and later built partnerships with Komisi Pemberantasan Korupsi (KPK, Corruption Eradication Commission), allowing the team to reach more schools in more cities as well as to train more storytellers and purchase more hand puppets.

Recently I had a lot of conversations about evidence. First, one of the periodic retreats of Oxfam senior managers reviewed our work on livelihoods, humanitarian partnership and gender rights. The talk combined some quantitative work (for example the findings of our new ‘effectiveness reviews’), case studies, and the accumulated wisdom of our big cheeses. But the tacit hierarchy of these different kinds of knowledge worried me – anything with a number attached had a privileged position, however partial the number or questionable the process for arriving at it. In contrast, decades of experience were not even credited as ‘evidence’, but often written off as ‘opinion’. It felt like we were in danger of discounting our richest source of insight – gut feeling.

In this state of discomfort, I went off for lunch with Lant Pritchett (right – he seems to have forgiven me for my screw-up of a couple of years ago). He’s a brilliant and original thinker and speaker on any number of development issues, but I was most struck by the vehemence of his critique of the RCT randomistas and the quest for experimental certainty. Don’t get me (or him) wrong, he thinks the results agenda is crucial in ‘moving from an input orientation to a performance orientation’ and set out his views as long ago as 2002 in a paper called ‘It pays to be ignorant’, but he sees the current emphasis on RCTs as an example of the failings of ‘thin accountability’ compared to the thick version.
