The ‘decentralisation agenda’ must succeed

MoroccoDuncan Green’s blog hosted a post by LSE’s Jean-Paul Faguet titled: Is Decentralisation good for Development? Faguet has edited a book by the same name that you can find here. This is a subject very close to my heart, and I believe in decentralisation as a value, just as I believe in democracy. It is often a work in progress, but it is a project worth persisting with, an ideal worth pursuing. Faguet’s research (at least, my interpretation of his work) therefore, really speaks to me. In this post, he makes several interesting and compelling points. For instance:

On the advantage of competitive politics generated by decentralised systems:

Imagine you live in a centralized country, a hurricane is coming, and the government is inept. To whom can you turn? No one – you’re sunk. In a decentralized country, ineptitude in regional government implies nothing about the ability of local government. And even if both regional and local governments are inept, central government is independently constituted, probably run by a different party, and may be able to help. Indeed, the very fact of multiple government levels in a democracy generates a competitive dynamic in which candidates and parties use the far greater number of platforms to outdo each other by showing competence, and project themselves hierarchically upwards.  In a centralized system, by contrast, there is only really one – very big – prize, and not much of a training ground on which to prepare.

From One-Way to Two-Way Exchanges: Gearing Up to Use Communication in Support of Decentralization in Mongolia

Since Mongolia shifted to a multi-party political system and market economy in the early 1990s, it has become a young and vibrant democracy. Debates among politicians, policymakers, civil society organizations, political and social commentators, and other stakeholders are now an integral part of Mongolian society. These happen through local newspapers and on the TV channels, at citizens’ hall meetings, as well as during cultural events, particularly in rural areas as nomadic herders gather for such event and authorities take that opportunity to communicate with them.

However, these debates may not always be particularly effective in getting to a consensus. Indeed, the heritage of the socialist system can still often be felt: public authorities, particularly at the local level, see communication as a way to disseminate and diffuse information through a traditional media approach. There is much to do to transform communication from a one-way dissemination tool to an instrument for two-way engagement.  

Meaningful Citizen Participation in Decentralization and Local Governance

We expect decentralization to bring decision-making governance closer to the people/citizens.  Donors use this rationale to push governments, mainly in developing countries, to devolve central power and authority towards strengthening civic engagement in local governance processes.  But according to Dany Ayida, a governance expert who shared his field experience in Central and West Africa at a recent presentation at the World Bank, meaningful civic participation in a decentralization setting depends on various factors, including:  a) vitality of the public sphere or political environment; b) the culture and political history of the country; and c) the capacity and incentives of both civil society organization and local governments to interact and interface meaningfully with one another.

Public Engagement in Policy Making: the Kerala Way
