The Media Battle for Influence in Latin America

Latin America seems to be opening up!  The region is home to the fastest growing Internet population in the world and has experienced remarkable growth more broadly across its media industry in recent years.  

At the same time, media companies in some Latin American countries continue to battle governments for greater influence of programming.  New communications laws, cross-media publishing, and mergers among media companies further contribute to the dynamic relationships among media, governments and citizens.

With so much variation among countries regarding both the role that media play in democratic processes as well as how citizens access different platforms, it can be hard to outline major trends.  

We put two questions to Professor Silvio Waisbord of George Washington University:
  1. How has the concentration of media in Latin America changed over time?
  2. Is traditional media in Latin America still important?

This is how aid transparency could look like

"People who argue for more transparency in development cooperation are often eager to point out all the merits of transparency. Unfortunately, often we are not very sure whether our claims are well founded. Even worse, there are very few examples who can illustrate how exactly, "more transparency" could look like. The International Aid Transparency Initiative which will be implemented by the first donors in 2011 is a concrete example of governmental and multilateral donors representing a large percentage of global ODA making aid information available and accessible.

Also, in non-governmental development cooperations efforts are underway to increase accountability and transparency. The UK-based NGO OneWorldTrust even created a website to map over 300 NGO accountability initiatives around the world. But there are few concrete examples of making the information about work of more than one NGO transparent and easily accessible."

Media Regulation: Who Needs Your Protection?

Freedom of expression and media freedom - most contentious issues not only in autocracies but, seemingly increasingly, also in democracies. It's a fine line between regulating the media and strangling it. Who should be protected by media regulation? The media? The public? Freedom of expression? The government? National security?

Let's start with the media. Does the media need protection? Surely - at least to some extend media systems need to be shielded from being overwhelmed by economic and political interests. If we assume that a free and balanced media is fundamental to a healthy balance between the state and its citizens there need to be safeguards that allow journalists to report without fear of repercussions.

Of Pork, Sausage, and Media Laws

Watching media law sausage being made is not only ugly. It also raises questions about the conventional apoliticism and technical distance of international aid (an issue that Sina brought up in his last blog entry, and the subject of Sue Unsworth’s smart article that he sent).

Consider what happened in the last months in Argentina. On October 9, Congress passed a new media law, which was immediately approved by President Cristina Fernández de Kirchner. The law is almost identical to the bill sent by the President’s office. The bill replaced the 1980 law that was passed during the last military dictatorship, which had been amended several times since the return to democracy in 1983.
