Transparency International’s (TI) 2010 Corruption Perceptions Index provides a rather bleak picture of the current state of corruption around the world. With more than half of the 178 indexed countries scoring below five on a 10 point scale (with 10 being “very clean”), corruption remains a major impediment to development. Thus, TI is now advocating for stricter implementation and monitoring of the United Nations Convention Against Corruption (UNCAC), a global legal framework that came into force in 2005 to help curb corruption. The Convention’s 140 signatories’ will be under review for the next three years for their efforts in fighting corruption. TI further recommends that focus should be given to areas such as, “strengthening institutions; strengthening the rule of law; making decision-making transparent; educating youths and setting up better whistle-blower protection schemes.” As a matter of fact, anti-corruption measures will be discussed at the G-20 summit taking place in Seoul next week. However, Christiaan Poortman, TI’s Director of Global Programmes, is skeptical as to whether it will produce any major changes at the governance level.
United Nations Convention against Corruption
Today is Anti-Corruption Day, and the day prompts this reflection on aspects of the fight against corruption. I was at the Conference of the States Parties to the United Nations Convention against Corruption, Doha, Qatar, November 9-13. It was an opportunity to witness the debates around anti-corruption efforts, attend seminars and meet experts, officials as well as activists. Here are the impressions/conclusions that I came away with:
Last year, CommGAP and the United Nations Office on Drugs and Crime (UNODC) jointly organized a learning event on the role of communication in anti-corruption efforts, bringing together anti-corruption agencies, senior practitioners, and academics to talk about communication-related challenges faced in anti-corruption work. There, we heard several issues that troubled the anti-corruption agency officials, but one in particular stood out: agency officials were deeply conflicted with the task of working effectively with the media and journalists. While in theory, they understood the importance of working with the media for their work to be successful, in practice, they did not quite know how to establish a good working relationship with the media.
The current, mainstream approach to anti-corruption work by the international community involves establishing a normative framework (such as the comprehensive United Nations Convention against Corruption) that details a set of recommended standards for countries to meet, requesting that countries ratify the framework, and assisting them in achieving these standards. The framework lists specific measures designed to help countries prevent and control corruption, such as the establishment of independent anti-corruption commissions, creation of transparent procurement and public financial management systems, and promotion of codes of conduct for public officials rooted in ethics and integrity, to name a few.
