Even in Era of Disillusionment, Many Around the World Say Ordinary Citizens Can Influence Government
Signs of political discontent are increasingly common in many Western nations, with anti-establishment parties and candidates drawing significant attention and support across the European Union and in the United States. Meanwhile, as previous Pew Research Center surveys have shown, in emerging and developing economies there is widespread dissatisfaction with the way the political system is working. As a new nine-country Pew Research Center survey on the strengths and limitations of civic engagement illustrates, there is a common perception that government is run for the benefit of the few, rather than the many in both emerging democracies and more mature democracies that have faced economic challenges in recent years. In eight of nine nations surveyed, more than half say government is run for the benefit of only a few groups in society, not for all people.
Media Development and Countering Violent Extremism: An Uneasy Relationship, a Need for Dialogue
This report looks at how media development practitioners are reacting to the rise of the Countering Violent Extremism (CVE) agenda, and its growing influence on their field. This influence is the cause of concern, not only because practitioners of CVE and media development have fundamentally different worldviews, but because the CVE agenda is seen to pose serious risks for southern media houses and the organizations that support them. Still, these risks are unlikely to be addressed without coordinated efforts from both sides. However uneasy the relationship, a dialogue between CVE and media development is needed.
How the other tenth lives
WHAT is the most important number in global economics? Judging by the volume of commentary it excites, America’s monthly payrolls report (released on October 7th) might qualify. Other contenders include the oil price or the dollar’s exchange rate against the euro, yen or yuan. These numbers all reflect, and affect, the pace of economic activity, with immediate consequences for bond yields, share prices and global prosperity—which is what economics is ultimately all about. But if global prosperity is the ruling concern of economics, then perhaps a more significant number was released on October 2nd by the World Bank. It reported that 767m people live in extreme poverty, subsisting on less than $1.90 a day, calculated at purchasing-power parity and 2011 prices. The figure is not up-to-the-minute: such is the difficulty in gathering the data that it is already over two years out of date. Nor did the announcement move any markets. But the number nonetheless matters. It represents the best attempt to measure gains in prosperity among the people most in need of them.
Post-war Political Settlements: From Participatory Transition Processes to Inclusive State-building and Governance
The last decade has seen a growing convergence of policy and research discourses among development, peace and conflict, and democratisation experts, with regards to the assumed benefits of inclusive transition processes from conflict and fragility to peace and resilience. The realisation that the social, economic or political exclusion of large segments of society is a key driver of intra-state wars has prompted donor agencies, diplomats and peacebuilding practitioners, as well as the respective academic communities, to search for the right formula to support inclusive and participatory conflict transformation mechanisms and post-war state-society relations. While these various stakeholders profess rhetorical commitment to inclusivity, the term is used in very different and sometimes even in contradictory ways.
Culture gives cities social and economic power, shows UNESCO report
Culture has the power to make cities more prosperous, safer, and sustainable, according to UNESCO’s Global Report, Culture: Urban Future to be launched in Quito (Ecuador) on 18 October. The Global Report presents evidence on how development policies in line with UNESCO’s conventions on the protection and promotion of culture and heritage can benefit cities. Current trends show that urbanization will continue to increase in scale and speed, particularly in Africa and Asia, which are set to be 54 and 64 percent urban by 2050. The world is projected to have 41 mega cities by 2030, each home to at least 10 million people. Massive and rapid urbanization can often exacerbate challenges for cities creating more slums and poor access to public spaces as well as having a negative impact on the environment. This process often leads to a rise in unemployment, social inequality, discrimination and violence.

This week, global policy makers gather in Quito for the Habitat III Conference to reinvigorate the global commitment to the sustainable development of cities. Meeting every 20 years, the Habitat Conference will this year focus on setting a new Urban Agenda. Within this context and for the first time ever, the Conference will also discuss the rapid deployment of renewable energy as a means to achieve a sustainable urban future. This could not be timelier. Dramatic cost declines and technological innovations, present cities with an unprecedented opportunity to transform and decarbonise their energy supply on the basis of a positive economic case - an option that did not exist when the Habitat Conference last convened in 1996. This is great news, considering cities are home to 54% of the global population and generate 70% of global emissions.

In recent years, multistakeholderism has become something of a catchphrase in discussions of Internet governance. This follows decades of attempts to identify a system of governance that would be sufficiently flexible, yet at the same time effective enough to manage the decentralized, non-hierarchical global network that is today used by more than 3 billion people. […]In this paper, we contribute to this ongoing discussion by examining current and actual instances of governance and governance bodies that at least approximate the ideal of multistakeholderism. Part I, below, examines seven institutions and fora that serve as real-world examples of multistakeholder governance on the Internet. In Part II, we assess these examples to present a number of lessons learned and more general reflections that can help us better understand the state of—and prospects for—multistakeholder governance of the Internet today.
Facts We Can Believe In: How to make fact-checking better
New media and the information revolution have not only empowered access to information but also fuelled the spread of disinformation. Such is the scale of the problem that the World Economic Forum has defined misinformation as one of the world’s most urgent problems. Corrupt, neo-authoritarian rulers have become skilled at using disinformation to confuse their opposition, break down trust and fracture civil society. Increasingly, disinformation is used as a weapon by closed societies to attack more open ones. Inside democracies whole segments of society are pulled into alternative realities which are manipulated by violent extremists and dominated by conspiracy theories. Some commentators have even speculated that we are entering a “post-fact” age where political candidates reinvent reality on a whim. This poses a serious danger to deliberative democracy and good governance: if we cannot agree on the facts, debate and decision-making break down.
