In that case, eventually, senior officials will either concede the point and try to make their money elsewhere, or they may simply instruct their underlings to ignore the notes." All hierarchical systems operate on the 'Need and Greed' syndrome. It pays to be inefficient. Those without 'influence' use black-money to speed a lethargic bureaucracy.
