There is do doubt whatsoever that inclusion of the community is assessment and evaluation of public services brings positive results.A case in point is Uganda's Education services delivery was much better when the community played an evaluation role at the primary and post primary levels.However it deteriorated with the presence of a populist regime which limited the role of the community to mere observers. Power and authority is left in the hands of the government officials while the community left its roles to whom it may concern.With increasing demand for quality education we have to re-awaken the community efforts as the only method and answer to improvements.BIG UP world bank.
