De plus en plus, la résilience fait partie des attributs jugés essentiels d’un système urbain efficace. Souvent, les discussions autour de cette question tournent autour des catastrophes liées aux risques naturels. Or, les villes subissent d’autres formes de chocs et de stress. Celles de la région du Moyen-Orient et de l’Afrique du Nord (MENA) n’y échappent pas et sont au moins autant, si ce n’est plus, exposées à un vaste ensemble de chocs.
Resilience is increasingly recognized as a key attribute of an effective urban system. Discussions on resilience often center around disasters caused by natural hazards. However, cities are increasingly exposed to multiple shocks and stresses beyond disasters. Cities in the Middle East and North Africa (MENA) are no different and are equally if not more vulnerable to a large set of shocks.
We are facing an unprecedented era of increasingly complex crises. A growing number of countries are affected by both recurring disasters caused by natural hazards and protracted crises associated with fragility, conflict and violence (FCV). Violent conflict has spiked dramatically since 2010 and the fragility landscape is becoming more complex. Two billion people now live in countries affected by FCV. By 2020, it is estimated that between 43% and 60% of the world’s extreme poor will live in FCV countries.
Globally, around 68.5 million people have fled their homes from conflict or persecution either as refugees, internally displaced persons, or asylum seekers. Contrary to what some may think, most of the displaced people don’t live in camps. In fact, it’s estimated that about 60%–80% of the world’s forcibly displaced population lives in urban areas.
The “urban story” of forced displacement is often compounded by its hidden nature. Compared to those displaced in camps, it is more difficult to track the living conditions of those displaced in urban areas, obtain precise numbers, and many are not recipients of humanitarian assistance.
At one point, it was considered one of the most dangerous cities in the world. From 1990 to 1993, more than 6,000 people were murdered annually. Drive-by shootings were regular and indiscriminate, stemming from warfare between gang lords, drug criminals, and para-military groups. The need for change was urgent and led to radical urban experimentation.
The city’s political and business leaders recognized that Medellín’s security issues could not be dealt with through policy measures alone. They initiated a series of radical programs to reshape the social fabric of the city’s neighborhoods and to mobilize the poor.
City planners began addressing the problem of endemic violence and inequity through the design of public spaces, transit infrastructure and urban interventions into marginalized neighborhoods. Key to their approach was a commitment to making the public realm a truly shared space, and a faith that they could transform Medellín’s public spaces from sites of segregation and warfare into spaces where communities would come together.
Across the globe, more than 20 million children from conflict-affected countries are out of school.
Take Syrian refugees in Turkey, the country that hosts more individuals fleeing from armed conflict than any other in the world.
Post-disaster assessments changed my life by starting my career in disaster risk management. Three months after arriving in Indonesia as the World Bank’s environment coordinator, the Indian Ocean tsunami and related earthquakes struck Aceh and Nias at the end of 2004. I was asked to pull together the economic evaluation of the disaster’s environmental impact as part of what was then known as a damage-and-loss assessment. Subsequently, the World Bank, United Nations and European Union agreed on a joint approach to crisis response in 2008, including a common methodology for post-disaster needs assessment (PDNA).
Now that we have a decade of experience with this approach, what have we learned and how can we do a better job in the future?
When Dara Dotz, an industrial designer, travelled to Haiti after the devastating earthquake in 2010, she saw firsthand the supply chain challenges people were facing that had life threatening consequences – most vividly, a nurse having to use her medical gloves to tie off the umbilical cords of newborn babies, because she didn’t have access to an umbilical clamp. Deploying a 3D printer, Dara was able to design a locally manufactured, inexpensive plastic clamp that could be used in the local hospitals for newborns.
From there, Dara co-founded Field Ready, an NGO that is part of the “maker movement,” which pilots new technologies to rapidly manufacture components of essential supplies in the field. Using 3D printing and a range of software, Field Ready works with volunteers to make lifesaving medical components like IV bag hooks, oxygen splitters, and umbilical cord clamps, an approach that has often proven to be both quicker and cheaper than waiting for shipments to arrive.
This is one example of local innovation and design in disaster situations. Communities and governments need to think creatively and find new ways to build resilience, and some of the latest developments in science and technology can provide promising solutions.
Over the past few decades, there has been an exponential increase in the amount of information and data that is open and available – whether from satellites and drones collecting data from above, or from crowdsourced information and social media from citizens on the ground. When analyzed holistically, this data can provide valuable insight for understanding the risks and establishing a common operating picture.

Hurricanes Harvey, Irma, and Maria that pounded coastal United States and the Caribbean; the severe drought that struck Somalia; forest fires that are ravaging through southern California… Hard to miss were the natural disasters that displaced – even killed – individuals and families.
There were also the “manmade” disasters – conflicts that erupted or lasted in many parts of the world continued to force men, women, and children out of their homes and homelands.
Yet, turning to the bright side,
Just a couple of weeks ago, for example, global and local leaders gathered at the One Planet Summit in Paris to firm up their commitment – and ramp up action – to maximize climate finance for a low-carbon, disaster-resilient future.
