Back in 2012, a storm surge triggered by Super Storm Sandy caused extensive damage across the New York City (NYC)-New Jersey (NJ) Metropolitan Area, and wreaked havoc on the city’s urban rail system.
As reported by the Metropolitan Transportation Authority (MTA), the subway suffered at least $5 billion worth of damage to stations, tunnels and electrical/signaling systems. The Port Authority Trans-Hudson network (PATH) connecting NYC to NJ was also severely affected, with losses valued at approximately $871 million, including 85 rail cars damaged.
In the face of adversity, various public institutions in charge of urban rail operations are leading the way to repair damaged infrastructure (“fix”), protect assets from future similar disasters (“fortify”), restore services to millions of commuters and rethink the standards for future investments.
NYC and NJ believe that disasters will only become more frequent and intense. Their experience provides some valuable lessons for cities around the world on how to respond to disasters and prepare urban rail systems to cope with a changing climate.

Over the past three years and a half, our team has been working on a transport project with the state of São Paulo in Brazil. The project involves a lot of traveling, including frequent commutes between the World Bank office in Brasilia and the State Department of Transport in São Paulo (DER-SP)—a journey that is estimated to take 2 hours and 40 minutes. This includes the time to drive from the World Bank office to Brasilia Airport, flight time, and commuting from São Paulo’s Congonhas Airport to the State Department of Transport.
Let’s say that, on a typical Wednesday, the team needs to attend a meeting in São Paulo. To ensure we can make it on time, we plan our day carefully, book our flights and define the right time to leave the office in Brasilia. With a plan in place, we leave the office at 10:00 am and head to Brasilia Airport. The first leg of the trip takes 35 minutes and we manage to arrive early for our 11:00 am flight, which, unfortunately, is delayed by 20 minutes. We land in São Paulo, quickly get out of the terminal, and manage to hop on a taxi at 1:20pm… not bad! We are now on the last leg of our journey, a mere 14-kilometer drive between Congonhas Airport and the meeting place, which is supposed to take only 20 minutes. However, there is a short thunderstorm that floods the city and closes off key streets. This single event leads to complete traffic chaos along the way, and our planned 20-minute transfer from the airport turns into a 1-hour-and-15-minute ordeal. These traffic disruptions have a serious impact on our meeting as well, as some Department of Transport staff cannot join and some items of the agenda cannot be discussed.
This incident may seem anecdotal, but it is a good illustration of our extreme dependency on transport systems and the weaknesses associated with it. Because transport is so critical to our social and economic lives, it is extremely important to understand, anticipate, and minimize the different types of risks that may impact transport systems.
Venice may seem like an unlikely location for an international development conference. But even though the Italian city is best known for its touristic appeal, it also turned out to be the perfect setting for the Understanding Risk Forum 2016, where representatives from 125 countries exchanged knowledge on disaster risk management and explored ways of adapting global lessons to their own local context.
At merely 1 meter above sea level, Venice has had its fair share of natural disasters, especially floods. In 1966, the record-high 194-cm flood had severe consequences on the Old Venice, causing an estimated $6 million worth of damage (1966 US dollars). Given the city’s touristic and historical significance to Italy and the world, protection from flood is a top priority.
That's why the Government of Italy has invested over €5.5 billion on the MOSE Project, which involves constructing 4 mobile barriers at the mouth of the water basin to the sea in order to better control high tide and prevent it from flooding the Old Venice. Each barrier consists of several energy-efficient flap gates that can be deployed quickly when high tide occurs, maintaining the ideal water level in the basin while safeguarding the natural ecosystem in the laguna area. Once the project is completed in 2018, it should fully protect the city, and allow future generations to admire the beauty of its glory days.
The World Bank Group’s Climate Action Plan, adopted last month, is designed to help countries meet their COP21 pledges and manage increasing climate impacts.
To achieve these goals, working with cities will be essential: with almost 80% of GHG emissions emanating from urban areas, cities are among the biggest contributors to climate change... and must, inevitably, become a big part of the solution.
Cities are also particularly vulnerable to climate risk and other forms of natural hazards, with many of them located in disaster-prone areas. Therefore, enhancing disaster resilience in urban settings is another key requirement to build more sustainable cities in the face of climate change.
The good news? Many countries are still in the early stages of the urbanization process, meaning they have a unique opportunity to develop sustainable cities right from the beginning - a much more viable option than trying to retrofit them later on.

We have all come across people whose homes have beautiful and always blooming plants and flowers – people with a so-called “green thumb”.
But did you know that cities too can have a “green thumb”? Singapore is certainly one of those cities.
Also known as the "garden city”, Singapore is set to become a "city in a garden”. The abundance of greenery is a striking feature, with parks, green roofs, street side plants, and trees on every corner.
But greenery is not there just to please the eye and create livable public areas — it also helps mitigate the risk of flooding.
Singapore, like many other densely-populated cities, is at risk of flooding. One way to tackle this is by greening public spaces and encouraging private development to follow the principles of the government’s flagship “ABC” program, which looks to make water “Active, Beautiful and Clean”. Carefully planned and implemented, investments in so-called “green infrastructure” are paying off: they make the city more resilient and more sustainable in the long-term, and also create more spaces for people to meet and interact.
Although Singapore’s dedication to greening public spaces is remarkable, it is not the only city that is getting its hands “dirty” to promote natural ecosystems. The Netherlands has been promoting green approaches in urban planning for many years now, with the innovative redesign of sewer systems, or the creation of multi-functional “water squares” which can hold storm water when rain is heavy while otherwise serving as a social space.
As Vietnamese, we look very fondly to Singapore as a model for development in the region, especially fostered by a close relationship between Vietnamese leaders and the former Minister Mentor Lee Kuan Yew—Singapore's founder and mastermind behind all its modern-day achievements. Singapore represents modernity and civilization, notably with limited natural resources. The city-state has proved an applicable model of development for cities in Vietnam to achieve not only competitiveness but also sustainability and inclusiveness.
I just returned to Vietnam after attending the World Bank’s first-ever , a series of events that brought together city leaders from across Asia and beyond to explore innovative approaches to urban planning and management.
A topic that cut across all these areas is flood risk management, which was featured extensively during the launch event of the Global Platform for Sustainable Cities. I had the opportunity to learn more about the role of green mitigation infrastructure in integrated urban flood risk management, with lessons from Japan, Korea, Sri Lanka, Senegal, and the Netherlands. In these countries, green structures such as retarding basins, permeable pavement, and rainwater storage or infiltration trench have complemented conventional structural measures to reduce flood risk in a cost-effective manner.
Singapore: the beautiful city state, famed for its lush gardens, splendid food, culturally diverse communities, and the cocktail Singapore Sling. I was there last week for the World Bank’s 2016 Urban Week. The event brought together leading city officials from all over the world and staff from international organizations. It was an excellent exchange on how to tackle urban planning in a sustainable and integrated way. One lesson that emerged from the gathering is that cities that are resilient to natural disasters are also more economically competitive. Singapore is itself a prime example of a city that has understood the importance of connecting disaster risk management, urban planning, and quality living.
Who is the best soccer player of all time? A Google search will offer this name: Edson Arantes do Nascimento, popularly known as Pelé. Kicking off in 1958 as a 17 year old World Cup winner, Pele bookmarked his brilliant career a dozen years later with another World Cup triumph for Brazil.
I like to think of Singapore as the Pelé of urban design. The city regularly appears in the top ranks of globally livable, connected and competitive cities. Pelé once famously said, "Success is no accident. It is hard work, perseverance, learning, studying, sacrifice, and, most of all, love of what you are doing or learning to do”. There is no doubt that Singapore’s accomplishments have been made possible by the hard work, perseverance and far-sightedness of its policy makers.
A 2013 speech by Peter Ho, Chairman of the Urban Redevelopment Authority, outlines the careful thought, planning and attention to detail behind Singapore’s urban policy, particularly the decisions, influence and foresight of Mr. Lee Kuan Yew over the decades of development. One astonishing success has been the provision of affordable housing and the care with which each neighborhood has been designed, taking care of the smallest details, in order to ensure social cohesion and a sense of community. These details include provisions for hawker centers and high quality public green spaces.
