Carolina Alban Conto is a senior development economist with more than 15 years of experience in generating knowledge, promoting evidence-based decision-making, and building strategies for policy innovation. With a background in applied research and policy formulation, her work has focused on education and related social sector issues like labor, migration, inequality, gender and poverty.
Before joining the UNESCO-IIEP Dakar office, Carolina worked for the UNICEF - Office of Research, leading projects on teacher absenteeism in Morocco, Côte d'Ivoire, Guinea, and Gabon, and on COVID-19 learning loss in low and low-income countries.
Previously she led the area of development cooperation at the Colombian Embassy in Paris, worked as a policy analyst at the OECD and advised the Colombian Institute of Education Evaluation (ICFES). She has conducted research with UNICEF, the World Bank, the Institute for Economic and Social Development Studies (IEDES), the research center Development, Institutions and Globalization (DIAL) and the Rosario University (Colombia).
Carolina holds a PhD from the Paris School of Economics and has degrees in Public Policy and Development (MSc), Economics (MSc) and Sociology (BA).
