Eduardo Vélez Bustillo, Ph.D. in Sociology from the University of Illinois, is an Independent Consultant with 37 years of international experience in the education sector. He worked at the World Bank as Principal Education Specialist for Southern and Eastern Africa; Education Cluster leader for Uganda and Tanzania; Human Development Sector Leader for China; and Education Sector Manager for Latin America and the Caribbean, and for East Asia and the Pacific. Dr. Velez has also held an academic career. He has been Visiting Professor at the following institutions: Universidad de los Andes and Universidad nacional de Colombia in Bogota; Brown University and the University of Connecticut in the United States; Peking University in Beijing; and Kobe University in Japan. He is currently and Adjunct Professor at Georgetown University in Washington, DC. He has published extensively on education subjects (nine books and more than 90 articles in professional journals or as chapters in books, and research reports). He previously worked at the Instituto SER de Investigación in Colombia, his country of origin.
