Ian Hawkesworth is a global PPP expert who recently joined the World Bank Group’s Governance Global Practice where he coordinates the Practice’s contribution to the Bank Group’s Cascade initiative on crowding in commercial financing. Ian was head of Public-Private Partnerships and Capital Budgeting at the Public Governance and Territorial Development Directorate, OECD. In this capacity, he led the work on infrastructure governance that culminated with the 2016 OECD/G20 Framework for Infrastructure Governance. Ian started, and for many years convened, the OECD Network of Senior Infrastructure and PPP Officials and led comparative research, and a number of reviews on this topic in OECD and non-OECD countries, the most recent being the review of Chile. He drafted the Principles for Public Governance of PPPs, which were endorsed by OECD country ministers in 2012. Prior to joining the OECD, he was Head of Section in the Ministry of Finance in Denmark. He holds post graduate degrees in political science and economics from the London School of Economics and the University of Copenhagen.
