Senior Energy Efficiency Specialist
Jas Singh currently serves as a Senior Energy Efficiency Specialist with the World Bank’s Europe & Central Asia Energy Unit, working on energy efficiency investment and technical assistance programs throughout the region. From 2008-2011, Jas led the Energy Sector Management Assistance Program (ESMAP) Energy Efficient Cities Initiative which promotes municipal-level energy efficiency policies, investments and other measures to make cities more energy secure and competitive. He was the lead author of two recently completed ESMAP publications on energy efficient product and service procurement. Mr. Singh has worked on energy efficiency and sustainable energy issues for more than 17 years and, prior to joining ESMAP, served as a Senior Energy Advisor at USAID for two years and as the Urban Energy Program Manager for two years, where he managed a multi-million dollar portfolio of programs dealing with energy efficiency among other issues. Before joining USAID, Mr. Singh worked in the World Bank’s East Asia & Pacific Energy Unit for nine years, where he managed several sustainable energy programs in Thailand, China and Vietnam. Jas holds an M.Sc. in International Development from the University of Pennsylvania and a B.Sc. in Mechanical Engineering from UCLA.
