Joulan Abdul Khalek joined the World Bank in 2012 and is an economist in the ICT policy division focusing on technology and job creation in the Middle East. He is the task team member of several lending and technical assistance operations in the Middle East and North Africa region. Joulan has performed both the financial valuation and socioeconomic impact analysis of a number of telecommunications projects in the Arab world. Prior to joining the Bank Joulan held a research position at the Carnegie Middle East Center where he worked closely on youth unemployment in Middle East and the respective policy alternatives for post-Arab Spring governments in transition. His analyses on the political economy of the Middle East have appeared in Carnegie's International Economic Bulletin and the Aspen Institute’s Middle East Journal amongst others. He holds a post-graduate degree in International Political Economy from the London School of Economics and Political Science and a degree in Economics from the American University of Beirut.
