Keiko Inoue is a Senior Education Specialist at the World Bank who has worked in over 15 countries spanning East Asia, Africa, Latin America, and Europe and Central Asia. In recent years, she has focused on the promotion of skills development and positive youth development in low income, middle income, and conflict affected countries. Her areas of research include analysis of learning outcomes as measured by the Organisation for Economic Co-operation and Development Programme for International Student Assessment (PISA) in Albania and Kazakhstan; public finance review of the education sector in Albania and Liberia; and education country status reports for Rwanda and Liberia. Most recently, she co-authored the book on Out-of-School Youth in Sub-Saharan Africa: A Policy Perspective (World Bank, 2015). Keiko holds a B.A. from the University of Pennsylvania and M.A and Ph.D. from Stanford University.
