Luis Andres is Lead Economist in the Sustainable Development Department for the South Asia Region of the World Bank. His work at the World Bank involves analytical and advisory services, and economic inputs with particular focus on infrastructure (electricity, water and sanitation, and transport), impact evaluations, private sector participation, regulation, and applied microeconomics. He has been working with numerous Latin American and South Asian governments on policy issues. He has authored more than 40 books, chapters in several books, monographs, and articles on development policy topics. Before joining the World Bank, Mr. Andres was the Chief of Staff for the Secretary of Fiscal and Social Equity as well as other top positions in the Chief of Cabinet of Ministries and the Ministry of Economy for the Government of Argentina. He holds a Ph.D. in Economics from the University of Chicago.
