Luis C. Blancas is a Senior Transport and Logistics Specialist with the World Bank’s Transport Global Practice (GP), primarily working in the Europe and Central Asia Region (ECA). Earlier in his World Bank career he worked in the East Asia and Pacific (EAP) and Latin America and the Caribbean (LAC) regions. His areas of focus include multimodal logistics, freight transport decarbonization, trade competitiveness, and infrastructure development. Prior to joining the World Bank in 2009, he was an Associate at MergeGlobal, a strategy and financial advisory firm in the transportation and logistics space. He also worked at the IMF’s Fiscal Affairs Department, and was a management consultant with Deloitte Consulting's Mexico and Central America practice. He’s an avid Bruce Springsteen fan, and is the lead guitarist for the Transport GP band The Sustainables.
