Senior Social Development Specialist

Norman R. Howard Taylor is a senior Social Development Specialist at the World Bank, based in Jamaica and working across nine countries in LAC and collaborating in pair reviews, including for work on cultural heritage in West Africa. He is an accredited ESF specialist, accredited IPF, IBRD Trust Fund Accredited, and has been/is part of various taskforces in the Bank: Tourism, Antiracism, Capacity Development, Simplification of ESF. He is the focal point for ESS8 in LAC.

Norman is an economist with an M.Sc. in Commerce, M.Sc. in Natural Resource Management, and postgraduates in sustainable agriculture and governance and prospective scenarios. He is a Certified Project Management Professional (PMP); Project in Control Environment (PRINCE II) completed a one-year “Leadership Development Pathway” – training implemented in collaboration with Harvard Business Publishing, IDEO.org, and +Acumen; the “Team Leader and Supervisors Program (TLSP) training in partnership with TRG. In the World Bank, he has taken more than 180 courses strengthening the depth and breadth of his knowledge. 

He came to the World Bank in April 2018, with extensive experience working in the context of Afro-descendants and Indigenous peoples, conflict resolution, territorial development, Human Development, Sustainable Development, project management, Climate Change, Field Security, among others. He has experience working in the public sector, CSOs, multilaterals (UNDP. UNOPS), Consultant for international organizations., Etc.  As part of his experience, Norman has delivered many speeches to international students, political leaders, CSOs, etc., on a variety of topics related to climate change, governance, human development, social inclusion, indigenous and Afro descendants, etc.

Norman is curious about countries' social, economic, and political development. He strongly believes in social inclusion as the way to better peoples' lives and nations' development; he considers himself shy and loves writing poems, walking, listening to music, and singing in Karaoke.
