Paul M. Bisca is a conflict and security consultant in the World Bank’s Fragility, Conflict, and Violence Group. He specializes in the intersection of security and development, and is the co-editor of Securing Development: Public Finance and the Security Sector, a joint United Nations-World Bank sourcebook on public expenditure analysis of militaries, police, and courts. Paul has worked on World Bank social development and governance projects in Mexico, El Salvador, Indonesia, Rwanda, and Liberia, as well as on the financing strategies for interventions in fragile states through the State and Peacebuilding Fund. His current work focuses on improving third party monitoring of development operations in insecure locations.
