Rachid Benmessaoud

Country Director, World Bank Pakistan
Rachid Benmessaoud has been the World Bank country director for Pakistan since 2010. His top priorities are to: (i) lead the implementation of the Bank’s country strategy to meet the country’s evolving challenges and priorities; (ii) deepen the cooperation and communications with the authorities on policy and operational issues, as well as with our partners to facilitate coordination of external assistance to Pakistan; and (iii) ensure a well-functioning and harmonious country office which executes a country program that delivers results that improve the lives of the citizens in Pakistan.

Benmessaoud, a Moroccan national, joined the Bank in 1990 as an energy planner in the Europe, Middle East and North Africa Vice Presidency. Since then, he has held various positions in the Bank, with his most recent assignment as operations adviser for India. Before joining the South Asia Region, Benmessaoud worked on energy, infrastructure, and municipal finance projects in the Middle East and North Africa and Europe and Central Asia Regions of the World Bank. He holds a Doctor-Engineering Degree (France) and a Master of Business Administration (USA).
