S. Brian Samuel

Head of Public-Private Partnerships, Caribbean Development Bank

As the Head of PPPs at the Caribbean Development Bank (CDB), Brian is responsible for building PPP capacity within the CBD and the region, developing a pipeline of bankable projects, and leading CDB’s drive to finance the delivery of new infrastructure—through the modality of PPPs.
 
Prior to joining the CDB, Brian was Vice President of Castalia Strategic Advisors where he led PPP consulting assignments within the Caribbean and beyond. Mr. Samuel was also the Executive Director of La Source hotel in Grenada, where he raised long-term finance for the rebuilding of the hotel after Hurricane Ivan.
 
For 20 years, Brian worked with the International Finance Corporation (IFC) where he advised governments in the Caribbean and Africa on the structuring and implementation of PPP projects in the infrastructure and tourism sectors. Mr. Samuel also worked in public utilities, shipping, agriculture, and aquaculture. He is a Grenadian national and his interests are reading, writing, sailing and traveling off the beaten track.
