His current role at the World Bank involves supporting clients in the revitalization and modernization of railway systems, regulatory and policy issues in transport, and freight intermodal transport. Other areas of expertise are transport planning, cross-border transport issues, and railway safety. Prior to joining the World Bank, Victor served as Staff Director of the Regulatory Analysis division in the Federal Railroad Administration overseeing the regulatory impact analysis portfolio of the agency.
