Transport and Urban Development Specialist, Global Environment Facility (GEF)
Dr. Xiaomei Tan is a Climate Change Specialist at the Global Environment Facility (GEF). She manages the GEF’s low-carbon urban and transport portfolio.

Prior to joining the GEF in November 2013, Xiaomei had a long career in think tanks, consulting companies, and government agencies. Her previous role at the World Resources Institute (WRI) was the Director of China Sustainable & Livable Cities Initiative and Deputy China Country Director. Under her leadership, WRI helped the Chinese coastal city of Qingdao develop a comprehensive low-carbon development blueprint, which includes more efficient energy use, clean water supply, transport systems that reduce congestion, and sustainable urban design. The blueprint laid a foundation for Qingdao to meet its target of reducing carbon intensity by 45% by 2020, winning the title of a National Low-Carbon Pilot City.

During her career, Xiaomei has published in mainstream and professional magazines such as Energy Economics, Energy Policy, and Ecological Economy. Xiaomei holds a Ph.D. in Public Policy, M.A. in Economics, and B.A. in Political Science.
