Raphaela Karlen is a Jobs and Development Specialist in the Social Protection and Jobs Global Practice at the World Bank Group, where she specializes in the intersection of labor and development economics. She designs, implements and evaluates a large variety of projects, including on economic inclusion of vulnerable population groups, inclusive value chain development, and jobs for youth in conflict-affected settings. She further develops standardized tools to measure jobs outcomes and promotes an evidence-based policy dialogue. Prior to her current role, Raphaela worked as an Advisor on decentralization and poverty reduction for GIZ in Burundi (2014-2016). At UNDP Benin, she was part of the core team conducting the national consultations for the Post-2015 UN Development Agenda in Benin (2013-2014). She holds a M.A. in International Economic Policy from the Institut d’Etudes Politiques de Paris and a M.A. in International Affairs and Governance of the University of St. Gallen.
