Norbert Mugwagwa is a human development specialist with the World Bank for 23 years, who planned, implemented and managed multi-million dollar programs in countries in Africa and East Asia and led multi-sectoral teams. He joined the Bank mid-career having occupied positions as Executive Director of the Zimbabwe Population Program and Director for Planning and Nutrition in the Ministry of Health in Zimbabwe.  In addition to designing innovative family planning programs he led pioneering social action funds projects in East, Central and Southern Africa before moving to the field as Operations Manager for Uganda in 2000 and Cluster Leader for Social Protection based in South Africa. Norbert has a passion for community driven development and diaspora engagement with home country state and non-state actors.  Currently, he is an Operations Adviser at the Education sector at the World Bank. He is also the coordinator of the Zimbabwe Diaspora Home Interface Program (ZIDHIP) and its affiliate the Zimbabwe Diaspora Network North America (ZDNNA). The two organizations mobilize the diaspora to engage with state and non-state actors for the development of Zimbabwe. He holds a PhD in public sector planning and management from University of Aston in Birmingham, UK.
