Needed: Pragmatic Energy Leadership for a Livable Future

Our global population of 7.1 billion is headed for more than 9 billion by 2050. With our growing numbers and aspirations for shared prosperity comes a growing demand for energy to power homes, businesses, industry and transport. Our continuing reliance on fossil fuels is generating pollution and a dangerously high amount of greenhouse gas emissions – this past summer, the concentration of CO2 in the atmosphere passed levels not seen in 3 million years.

If you were in Beijing last week, you felt the impact in your lungs: Just 16 days into the new year, the city woke up to its first “airpocalypse” of 2014, the latest in a series of dangerously high smog days. Beijing’s mayor announced plans the same day to cut coal use by 2.6 million tons and ban heavily polluting vehicles.

That was an important local step, and we are seeing forward-thinking cities and national governments make similar moves as they develop the architecture for a cleaner, low-carbon future.

Mobilizing Climate Finance to Build a Low-Carbon, Resilient Future

This past week, we saw our future in a world of more extreme weather as Super Typhoon Haiyan tore apart homes and cities and thousands of lives across the Philippines.

Scientists have been warning for years that a warming planet will bring increasingly extreme and devastating weather. Scientific certainty has brought climate change over the planning horizon, and the impact is now unfurling before our eyes.  This level of damage, with millions of people affected, will become more frequent unless we do something about it – fast.

Negotiators from around the world are here in Warsaw for the UN climate conference to work on drivers that can spur that action on a global scale.

It is not overly complicated. We need to get the prices right, get finance flowing, and work where it matters most. But, each of these will take political will to right-size our collective ambition – for ourselves and for the people of the Philippines and the Pacific Islands and the low-lying coasts of Africa and the Caribbean who are directly in harm’s way.

From Senegal: A Road of Opportunity

DAKAR, Senegal — One of the most important pieces in our new strategy is that all parts of the World Bank Group need to work together more closely. In Dakar, I visited a new toll road that has cut down commuters' travel time and shows signs of boosting economic development at various exits. Learning from Data-Driven Delivery

Given confusion around the phrase “science of delivery,” it’s important to state that delivery science is not a “one-size-fits-all” prescription based on the premise that what works somewhere can work anywhere. And it does not profess that research and evidence ensure a certain outcome.
 
A few weeks ago, the World Bank and the Korea Development Institute convened a global conference on the science of delivery. Several development institutions assembled including the Gates Foundation, the Grameen Foundation, UNICEF, the Dartmouth Center for Health Care Delivery Science, and the mHealth Alliance. We discussed development opportunities and challenges when focusing on the extremely poor, including experiments in health care, how technology is reducing costs and increasing effectiveness, and the difficulty of moving from successful pilots to delivery at scale.
 
The consensus in Seoul was that a science of delivery underscores the importance of a data-driven and rigorous process to understand what works, under what conditions, why, and how. Too often in international development, we jump to conclusions without understanding counterfactuals and assume we can replicate success without understanding its constituent elements.

Three Pillars for Prosperity in Montenegro

Over the last decade Montenegro has trebled its gross national income (from $2,400 in 2003 to $7,160 in 2012), has reduced its national poverty headcount from 11.3 percent in 2005 to 6.6 percent in 2010, and enjoys the highest per capita income among the six South East European countries.

Despite this considerable progress, however, Montenegro remains a country in need of a new economic direction. The global financial crisis has exposed Montenegro’s economic vulnerabilities and has called into question the country’s overall growth pattern. The period between 2006 and 2008 was characterized by unsustainably large inflows of foreign direct investments (FDI) and inexpensive capital, which fueled a domestic credit consumption boom and a real estate bubble. When the bubble burst in late 2008 and in 2009 real GDP shrank by almost 6 percent, triggering a painful deleveraging and a difficult recovery that is not yet complete. With the base for Montenegro’s growth narrowing and the country’s continued reliance on factor accumulation rather than productivity, it has become clear that this old pattern cannot deliver the growth performance seen just a few years ago.
 
So, what kind of growth model can drive Montenegro’s next stage of development in the increasingly competitive environment of today’s global economy?
 
As spelled out in the recent report “Montenegro – Preparing for Prosperity” this country can go a long way toward returning to the impressive economic gains it was making just a few years ago by emphasizing three critical areas of development: sustainability, connectivity, and flexibility.
 

Mapping the Kyrgyz Republic’s Poverty Distribution

A significant share of the population in the Kyrgyz Republic – 37 percent – lived below the poverty line in 2011, according to the latest available data. And despite a relatively modest population of about 5.5 million, poverty rates across oblasts (provinces) span a striking range -- from 18 percent to 50 percent.

Why? Well, that is a surprisingly difficult question to answer.

World Bank President Jim Yong Kim and New York Mayor Michael Bloomberg speak outside the Transforming Transportation 2013 conference.

World Bank President Jim Yong Kim and New York Mayor Michael Bloomberg weighed in January 18 on what it will take to shape the future of cities — and cut pollution, road deaths, commute times, and poverty.

A large part of the answer: greener, more efficient and cost-effective urban transportation that is designed to move people, not cars.

“We have to start looking at other ways to move people. Traffic does hurt your economy,” Mayor Bloomberg said at the 10th Annual Transforming Transportation conference in Washington, D.C., hosted by the World Bank and EMBARQ.

With 90 percent of city air pollution caused by vehicles, finding transportation solutions also will help confront emissions that drive climate change, Dr. Kim added.

City Transport: It’s About Moving People, Not Vehicles

The number of vehicles on the world’s roads is on pace to double to about 1.7 billion by 2035. Pair that with a rapidly urbanizing population – six in 10 of us are likely to live in cities by 2030 – and the world’s cities have a transport problem in the making.

It’s also an opportunity, one that cities, particularly the fast-growing urban centers in developing countries, must take now.

Those that build efficient, inclusive urban transport systems can connect their people with jobs, health care, and education. They can reduce congestion, and they can limit carbon emissions that are contributing to climate change.

How a Week in Rio Leads to an Active Monday Morning

We came to Rio+20 determined that one outcome of the UN Conference on Sustainable Development must be a plan for what ministers of finance, development and environment and ourselves need to do differently Monday morning, June 25th  – if we are to achieve sustainable development for all. 

We have our plan.

We came to Rio+20 knowing that inclusive green growth is the pathway to sustainable development, and the evidence here is that this international community agrees. 

The analysis behind the World Bank’s report Inclusive Green Growth: The Pathway to Sustainable Development framed many of the conference debates and helped facilitate a new focus on natural capital accounting – a fundamental component of inclusive green growth.

According to the 59 countries, 86 companies, and 17 civil society organizations that supported the World Bank Group-facilitated 50:50 campaign – as well as many others – natural capital accounting is an idea whose time has come.   

In fact, natural capital accounting events filled the Rio Convention Center, and government and civil society groups alike highlighted the importance of moving beyond GDP.

This new energy and emphasis around this issue may be the most important outcome of Rio+ 20.
