Needed: Pragmatic Energy Leadership for a Livable Future

Our global population of 7.1 billion is headed for more than 9 billion by 2050. With our growing numbers and aspirations for shared prosperity comes a growing demand for energy to power homes, businesses, industry and transport. Our continuing reliance on fossil fuels is generating pollution and a dangerously high amount of greenhouse gas emissions – this past summer, the concentration of CO2 in the atmosphere passed levels not seen in 3 million years.

If you were in Beijing last week, you felt the impact in your lungs: Just 16 days into the new year, the city woke up to its first “airpocalypse” of 2014, the latest in a series of dangerously high smog days. Beijing’s mayor announced plans the same day to cut coal use by 2.6 million tons and ban heavily polluting vehicles.

That was an important local step, and we are seeing forward-thinking cities and national governments make similar moves as they develop the architecture for a cleaner, low-carbon future.

Conservation biology was baptized as an interdisciplinary problem science in 1978 at a University of California San Diego conference. But the conservation movement precedes this conference by at least a century, when the first national park was established in Yellowstone in 1872 and signed into law by U.S. President Ulysses S. Grant. Both the academic discipline and the practice of conservation have had two things in common for a long time: they remained steadfast to their original mission to protect nature and their proponents were largely American and European and mostly middle class. 
 
But nothing stays the same forever.
 

The Good News and Bad News on Agriculture and Climate Change

 CGIAR Climate.I have recently returned from the United Nations climate talks that were held in Warsaw, Poland, and I have both good and bad news.
 
The bad news is that delegates opted to delay again discussions of agriculture. This decision, given agriculture’s substantial and well-documented contribution to greenhouse gas emissions, reveals the discomfort negotiators still feel around the science and priorities of what we consider “climate-smart agriculture”.
 
The decision to postpone is short-sighted when we consider the potential agriculture has to become part of the global solution. Agriculture is the only sector that can not only mitigate, but also take carbon out of the atmosphere. It has the potential to substantially sequester global carbon dioxide emissions in the soils of croplands, grazing lands and rangelands.
 
The good news is that there are steps we can take to make agriculture part of the solution. Importantly the discussions with farmers on how to improve incomes and yields, to serve the nutritional content of the food we grow, are our key focus. But we can at the same time improve resilience of food systems and achieve emissions reductions.

Las organizaciones no gubernamentales (ONG), los organismos de crédito y el sector público están trabajando duro para cumplir la meta mundial de saneamiento. ¿Pero qué ocurre con el sector privado?, ¿y qué ocurre con las familias que no quieren esperar a la próxima ONG que golpee a su puerta con un mejor retrete? Durante los últimos años, la estrategia de Marketing Sanitario del Programa de Agua y Saneamiento (i) (WSP, por sus siglas en inglés) en Bangladesh (i) ha intentado abordar estas preocupaciones estimulando la oferta y la demanda de instalaciones sanitarias higiénicas a través de la movilización de empresarios locales. El objetivo del Marketing Sanitario es que las familias tengan el deseo y la facultad de autogestión para ascender en la escalera de saneamiento por su propia cuenta.
 
El programa piloto comenzó en 2009 en cinco aldeas del distrito de Jamalpur y se lo ha ampliado ahora hasta alrededor de 230 aldeas en todo Bangladesh con el apoyo de la Alianza Holandesa WASH, Empresas para el Desarrollo Internacional y la Fundación MAX. El WSP también crea estrategias e implementa el proyecto con Esperanza para los más pobres (HFP, por sus siglas en inglés), una ONG local de Bangladesh, y de la Asociación para el Progreso Social (ASA, por sus siglas en inglés), una institución de microfinanciamiento.

Here’s something to ponder as we mark World Food Day: In the global fight against hunger, the world’s poorest continue to suffer the biggest losses.

The statistics are staggering. One in eight people are suffering from chronic hunger. More than 1 billion people are undernourished, and under-nutrition is to blame for one-third of all child deaths.  

As the population booms, we can expect that the food insecurity challenge will only intensify.

The Science of Infrastructure Service Delivery

The cool thing about working in infrastructure is everyone knows your business.
 
We’ve all paid bills, lost power during storms, and worried about the quality of the water we’re about to drink. We’ve all been on a dead phone line sputtering, “Hello?  Hello?” having just confessed, “I love you,” to a disconnected piece of plastic. 
 
And if we in the professional world care about these basic services that are so fundamental to our lives, we know their reliable and affordable delivery is even more crucial for the poor. When a long wait for a new phone connection means no link to the outside world, no power means no study, and tainted water means sick children, then utility services are the difference between stagnation and growth, poverty and opportunity.
                      
Everyone knows when services work and when they don’t. But infrastructure economists have long struggled to understand why some utilities work well and others don’t. Is there a package of reforms that will get us more connections, higher levels of efficiency, better quality service and cheaper rates?

Learning from Data-Driven Delivery

Given confusion around the phrase “science of delivery,” it’s important to state that delivery science is not a “one-size-fits-all” prescription based on the premise that what works somewhere can work anywhere. And it does not profess that research and evidence ensure a certain outcome.
 
A few weeks ago, the World Bank and the Korea Development Institute convened a global conference on the science of delivery. Several development institutions assembled including the Gates Foundation, the Grameen Foundation, UNICEF, the Dartmouth Center for Health Care Delivery Science, and the mHealth Alliance. We discussed development opportunities and challenges when focusing on the extremely poor, including experiments in health care, how technology is reducing costs and increasing effectiveness, and the difficulty of moving from successful pilots to delivery at scale.
 
The consensus in Seoul was that a science of delivery underscores the importance of a data-driven and rigorous process to understand what works, under what conditions, why, and how. Too often in international development, we jump to conclusions without understanding counterfactuals and assume we can replicate success without understanding its constituent elements.

An Accounting System Worthy of Earth Day: Natural Capital Accounting

When presidents, prime ministers, and government ministers of more than 60 nations put their countries’ names behind natural capital accounting last year at Rio+20, something shifted. Countries wanted a better way of measuring progress that went beyond GDP and factored in nature and its services.

Clearly that was no flash in the pan. Last week, I chaired a high-level ministerial dialogue on the margins of the IMF-World Bank Spring Meetings where government ministers and senior representatives of more than 40 countries came together to compare notes on how natural capital accounting is working for them.

Country after country – represented by finance, development, or environment ministers – talked about how natural capital accounting fit their countries’ priorities and how it could be a tool to address some of their key policy challenges. With each statement from the floor, it was clear that natural capital accounting is no longer an academic concept. It is alive and well and being utilized across the world in developing, middle, and high-income countries.

Talking to the UN Security Council about Climate Change

This morning, I had the honor of speaking to the UN Security Council about an increasingly dangerous threat facing cities and countries around the world, a threat that, more and more, is influencing everything that they and we do: climate change.

World Bank President Jim Kim is in Russia right now talking with G20 finance ministers about the same thing – the need to combat climate change. Every day, we’re hearing growing concerns from leaders around the world about climate change and its impact.

If we needed any reminder of the immediacy and the urgency of the situation, Australia Foreign Minister Bob Carr and our good friend President Tong of Kiribati spoke by video of the security implication of climate effects on the Pacific region.
